이번 기간 연장은 농업농촌 공익기능 증진 직접지불제도 운영에 관한 법률 개정에 따른 후속 조치다.

개정법에 따라 시는 기존 직불금 지급 대상에서 제외됐던 하천구역 농지 및 산업단지 등 공익사업 농지의 경우, 일부 요건을 충족할 경우에도 직불금 신청을 받는다. 

하천구역 농지라도 경작 목적의 하천구역 점용허가와 친환경농업인증을 받은 경우 직불금을 받을 수 있다. 단, 친환경 인증은 직불금 신청 직전연도 10월 1일부터 신청연도 9월 30일까지 유효해야 하며 인증에 관한 증빙자료를 제출해야 한다.

또한 산업단지, 주거‧상업‧공업지역, 택지개발지구 등 공익사업으로 농지전용이 의제된 농지라도, 직전 연도까지 보상받지 않고 1년 이상 농업 이용이 인정되면 지급대상에 포함된다. 

다만, 이 경우 해당 농지의 소유권이 9월 30일 기준으로 국가, 지자체, 사업시행자 등으로 변경될 경우에는 지급 대상에서 제외된다.

시 관계자는 “해당되는 농업인들이 빠짐없이 공익직불금을 신청할 수 있도록 문자 발송 및 SNS 등을 통해서도 적극 알리겠다”고 밝혔다.
