이번 단속은 행정안전부의 지역사랑상품권 일제단속 계획에 따른 조치로, 괴산사랑상품권의 건전한 유통질서 확립과 부정유통 예방을 목적으로 추진된다.

군은 지자체 공무원과 상품권 운영시스템 관리업체로 구성된 민·관 합동단속반을 편성해 본격적인 단속에 나설 예정이다.

단속은 상품권 통합관리시스템을 통해 사전 모니터링된 가맹점 가운데, 반복적인 부정유통이 의심되는 사업장을 중심으로 현장 방문 및 점검을 실시한다.

주요 단속 항목은 ▲물품 또는 서비스 제공 없이 상품권을 수취·환전하는 행위 ▲실제 매출 이상으로 상품권을 수취·환전하는 행위 ▲등록 제한 업종의 가맹점 운영 ▲상품권 결제 거부 ▲현금영수증 발행 거부 ▲상품권 사용자에 대한 차별적 대우 등이다.

괴산사랑상품권은 지역 경제 활성화를 위해 구매 시 10% 할인 혜택을 제공하고 있다.

개인별 할인 구매 한도는 총 70만 원이며, 지류 상품권은 20만 원까지만 구매할 수 있다.

현재 괴산군 내 가맹점 수는 총 1,467개소이며, 2025년 1월부터 4월까지 상품권 발행 규모는 약 70억 원에 이른다.
