‘천만송이 빨간 꽃이 피었습니다’라는 주제로 열리는 이번 축제는 지난해 첫 개최 이후 두 번째로 열리는 행사로, 괴산의 대표 농산물인 고추와 김장 문화, 봄꽃(양귀비, 백일홍, 장미 등)에서 착안한 ‘빨간색’을 테마로 한 이색 콘텐츠를 대거 선보인다.
