【충북 브레이크뉴스】임창용 기자=이재영 증평군수는 27일 브리핑을 통해서 2025년 증평형 노인복지모델은 ‘재가돌봄’을 핵심으로하여 증평만의 차별화된 정책을 추진하겠다고 밝혔다.

우선, 노인복지모델 시범사업의 성과를 바탕으로 올해 시범마을을 확대하여 많은 어르신들이 체감할 수 있도록 추진하고, 보건복지부 등 타부처 사업과도 연계하여 신속하고 실효성이 있는 정책을 펼칠 계획이라고 말했다. 또한, AI기술을 활용한 스마트 돌봄서비스 도입과 생애말기 재가돌봄도 추진할 계획이라고 전했다.

이 군수는 "어르신들이 살고 계신 곳에서 편안하고 안전하게 생활할 수 있도록 ‘재가돌봄’을 핵심으로 한 정책을 추진하겠다”며, “올해는 증평만의 차별화된 재가돌봄모델을 본격적으로 추진할 것”이라고 강조했다.

군은 지난해 온마을돌봄센터를 중심으로 한 증평형 노인복지모델 시범사업을 성공적으로 운영하며 지역 맞춤형 돌봄 체계의 가능성을 확인했다.

올해는 기존 2개 마을에서 8개 마을로 확대하고, 시내권인 창동리 개나리어울림센터에도 온마을돌봄센터를 신설해 농촌형과 도시형 특성을 반영한 맞춤형 돌봄서비스를 제공할 계획이다.

어르신들의 경제적 자립을 돕는 생산적 공동체 활동도 확대된다. 

지난해 농업형 생산적 공동체 활동을 추진한 데 이어 올해 지역 내 기업체와 연계한 저강도 단순작업형 공동체 활동을 도입해 다양한 어르신들의 참여를 지원한다.

스마트 돌봄 환경 구축을 위해 AI기술도 적극 도입된다.

군은 NHN의 시니어케어 전문 자회사인 와플랫과 협약을 맺고 4월부터 AI기반의 안심케어 서비스를 시범운영 하며 24시간 공백 없는 돌봄 환경을 조성한다.

또한 모바일 치매예방 플랫폼 ‘인지케어’의 활용도를 높여 어르신들의 인지 건강도 지속적으로 관리한다.

돌봄 인력 부족 문제 해결을 위해 지역주민이 직접 참여하는 ‘어르신 돌봄 지원단(가칭)’도 운영한다.

특히 요양보호사 마을인 덕상3리의 인력을 활용해 지역사회 중심의 공동 돌봄 체계를 마련하고, 농촌 돌봄서비스 활성화 지원사업 등 공모사업을 연계해 마을주민이 주체가 되는 지속 가능한 돌봄 모델을 정착시킬 방침이다.

더불어 노인 의료서비스 강화를 위해 국민건강보험공단과 협력해 방문 진료 및 재가 의료시스템 구축에 나선다.

이를 통해 퇴원 후 어르신의 사회 복귀를 돕고, 긴급돌봄 서비스, 장기요양 연계, 반찬 지원, 정서 지원 등 맞춤형 서비스를 제공할 예정이다.

또한 ‘생애말기 재가돌봄’시스템을 도입해 어르신들이 익숙한 환경에서 존엄한 삶을 마무리할 수 있도록 단계별, 기관별로 체계적인 지원을 추진한다.

이를 위해 경찰서, 의료기관, 장례식장과 협력해 사망 절차를 간소화하고, 사전연명의료의향서 등록 등 임종 준비를 지원할 계획이다.

이재영 군수는 “살던 곳에서 계속 거주(Aging In Place)를 넘어 익숙한 곳에서 생을 마무리 하는 것(Death In Place)을 실현할 때”라며, “단순한 돌봄 서비스를 넘어 어르신들이 존엄한 삶을 유지할 수 있도록 지원하는 차별화된 노인복지모델을 구축할 것”이라고 말했다.
