충북참여자치시민연대(시민연대), 18일 오후 2시 도청 브리핑룸에서 기자회견을 갖고, "언론 보도에 따르면 지난해 9월 충북도의회 정책복지위원회 해외연수에서 박지헌 의원이 해외연수 직전 여권을 분실하여 임시 여권으로 출국하여 첫 번째 연수 국가에서 입국을 거부당하면서, 박지헌 의원은 일정을 수행하지 못하고 두 번째 연수 국가로 입국했다"며, "이 과정에서 의원들 일행과 떨어져 도착한 두 번째 연수 국가 호텔에서 음주 후 소란행위 등의 물의까지 일으켰다"고 주장했다.

이어, "의혹의 당사자인 박지헌 의원은 지난 2023년 충북도의회 건설소방위원회 해외연수 중 음주 추태와 호텔에서의 흡연 등을 이유로 충북도의회로부터 30일 출석정지라는 중징계를 받은 바있다"며, "그럼에도 반성도 없이 똑같은 행동을 반복하는 것도 모자라 자신의 문제행동을 뒷받침하는 복수의 관계자 증언에도 도민에 대한 사죄 대신 정치적 음해 운운하는 것은 최소한의 염치마저 저버린 것"이라고 일갈했다. 

이들은 "해외연수 중 물의를 일으키는 의원에 대한 문제를 개인적인 일탈로 치부한다면 해외연수 중 음주 추태 정도는 윤리특별위원회에 넘겨져도 가벼운 징계 정도로 마무리될 것"이라며, "도민 혈세로 떠나는 해외연수 중 연거푸 음주 추태 논란을 반복한 것은 어떠한 변명으로도 용서될 수 없다"며, "음주 추태 의혹을 두고 정치적인 음해 운운하는 것은 도의원으로서 가져야 할 자신의 역할과 책임이 무엇인지조차 모르는 꼴"이라 지적했다. 

시민연대는 충북도의회의 철저한 진상 조사와 박 의원에 대한 강력한 징계, 그리고 박 의원 스스로 즉각 사퇴를 촉구했다. 아울려 문제가 불거질 때만 반복되는 형식적인 사과와 보여주기식 개선책 마련만으로는 아무것도 바뀌지 않는다며, 이번 논란은 지난 2023년 충북도의회가 만들어낸 제 식구 감싸기의 형식적인 징계가 초래한 결과라 주장했다.
