나라살림연구소가 지난 23일 발표한 ‘자치단체장 재정운용 중간평가(2)’보고서에 따르면, 증평군은 군 유형 자치단체 중 지방세 징수율 증가 부문에서 전국 9위, 충북 내 1위를 기록했다.

이는 체계적인 재정운용 전략과 지역 경제 활성화 노력이 빚어낸 결실이라는 평가다.

이번 성과의 핵심 요인은 지방세 중에서도 지방소득세의 비약적인 증가다.

2021년 대비 2023년 지방소득세가 전체 지방세 세입액에서 차지하는 비중이 30.98%에서 41.22%로 크게 확대됐으며, 특히 법인소득분이 67.89%에서 74.53%로 증가하며 지역 내 기업 성장의 긍정적인 영향을 입증했다.

이 같은 변화는 실제 납부 금액에서도 확인된다. 2021년 7개 법인이 58억6100만원을 납부한 반면, 2023년에는 8개 법인이 126억5700만원을 납부하며 두 배 이상 성장했다.

증평군은 이러한 성과를 바탕으로 산업단지 조성과 유망 기업 유치에 더욱 박차를 가하고 있다. 

지난해 도안면 광덕리에 도안2테크노밸리를 준공한 데 이어, 현재 도안면 송정리 일원에 증평3일반산업단지와 증평읍 용강리 일원의 증평4일반산업단지를 조성 중이다.

산업단지 확충을 통해 안정적인 세수 기반을 마련하고, 지역 경제를 지속적으로 성장시키겠다는 전략이다.

특히, 민선 6기 출범 초기부터 차별화된 투자유치 전략을 펼친 점도 주목할 만하다. 군 단위 자치단체로서는 이례적으로 서울 여의도 한복판에서 투자유치설명회를 개최하며 외부 투자자들에게 증평의 매력을 적극적으로 홍보했다.

이러한 노력은 실제 기업들의 증평군 투자 확대와 지역 내 경제적 파급효과로 이어지고 있다.
