제1호 정이품보은군민의 주인공은 황인학 재경보은군민회장으로 보은군의 대소사에 적극적인 관심과 참여를 통해 지역발전에 헌신하는 등 남다른 고향 사랑을 보여주고 있으며 고향사랑기부금을 3년간 매년 500만원씩 총 1500만원을 기부하는 등 군을 위해 물심양면으로 도움을 주고 있어 첫 정이품보은군민으로 선정했다.

군은 인구감소에 따른 지방소멸에 대응하기 위한 전략적 사업의 일환으로 생활인구 증대를 통한 지역경제 활성화 및 장기적인 지역의 인구유입을 위해 사이버 군민제도인 정이품보은군민제도를 지난해부터 준비해 왔다.
