  이번 교류의 시작은 지난해 7월, 충청북도 오송에서 열린 ‘제18차 국가 위기관리 학술대회(ICCEM)’에서 비롯됐다. 김영환 지사는 이 대회에 참석한 타비다 카몰베즈 방콕 부시장과 오찬을 함께하며 교류 협력 의향을 표명했다. 이 만남을 통해 양 도시 간의 교류는 빠르게 진전을 이루었고, 이번 의향서 체결로 그 결실을 맺게 됐다.

  방콕시청에서 열린 서명식에는 김영환 지사와 방콕시의 찻찻 시티판 시장이 참석했다. 두 지도자는 문화와 관광, 재생 에너지, 교육, 웰빙, 의학, 과학 및 기술 등 다양한 분야에서 협력하기로 합의했다.

  김 지사는 “이번 협정이 충청북도와 방콕시 간의 협력 기반을 강화하고 글로벌 협력의 새로운 장을 여는 계기가 될 것”이라 강조하는 한편, “의료관광, K-유학생 제도 및 청주국제공항 직항 노선 개설 등이 그 기폭제가 될 것”이라고 상호 협력의 중요성을 재차 역설했다. 

  또한, 김 지사는 “충북은 미국의 켄달스퀘어 같은 바이오헬스 분야 단지를 선점해서 조성 중이고 AI를 통한 연구와 신약 개발에 집중하는 한편, 카이스트 바이오 캠퍼스를 건립하고자 노력하고 있다”며, “앞으로도 줄기세포 허가 등 많은 진척이 있을 것으로 예상하고 있으며 의료관광 분야에서 방콕시와의 협력이 절실하다”고 밝혔다.

  찻찻 방콕시장은 김 지사의 제안에 깊은 관심을 보이며, 방콕시는 세계 유수의 지역들과의 국제협력을 중요하게 생각하고 있고, 충청북도와의 협력에도 적극적으로 참여할 준비가 되어 있다고 화답했다. 

  특히, “직항 노선 개설 등 공항 문제는 중요하게 생각한다.”라며 “항공사 측과 이야기해서 직접 추진하도록 노력해 보겠다”라고 전했다. 

아울러, “앞으로도 충북도와 상호 협력을 내실 있게 추진하기 위해 타비다 방콕부시장을 중심으로 한 팀을 구성하면 좋겠다”고 제안하고, 상호 협력을 통해 건설적인 동반자 관계를 구축해 나가기로 약속했다.

  한편, 충청북도는 같은 날 오후 태국전시컨벤션뷰로(TCEB), 태국인센티브컨벤션협회(TICA) 그리고 충북문화재단과 함께 MICE(회의, 인센티브, 컨벤션, 전시) 분야에서의 협력을 촉진하기 위한 MOU를 체결했다. MOU 내용에는 관련 정보 및 출판물 교환, 공동 행사 주최, 연사 교환, 공무원 역량 강화 등 다양한 협력 방안을 포함하고 있다. 

  이번 MOU를 통해 충북과 태국 양측은 MICE 분야에서의 상호 발전과 협력을 강화하고, 이를 기반으로 보다 효과적인 파트너십을 구축할 계획이다.
