의료 분야에서는 보건의료원 개원을 통해 응급의료 공백을 해소한 점을 성과로 제시하며, 향후 건강검진센터 건립으로 의료 접근성을 더욱 높이겠다고 밝혔다. 고령화 대응 정책으로는 경로당 현대화, 무료 급식, 프로그램 운영을 포함한 노인복지 3대 시책과 버스 무료 이용, 생활불편 처리반 운영 등을 통해 체감형 복지를 확대하고 있다.

 ▲군정 성과 및 재선 도전

지난 임기 동안 가장 잘한 정책과 가장 아쉬운 점은 무엇입니까?

 

=지난 민선 8기 동안에 참 여러 가지 많이 했습니다만, 그중에서 잘했다기보다 내가 최선을 다해서 집중하다시피 한 그런 것이 몇 가지가 있습니다.

우선 단양 내의 주차장 문제, 주차장이 너무 모자라서 우리 지역 경제의 발목을 잡을 지경까지 이르렀었는데, 조치 사항에 대해서 거의 한 달에 한 번씩 정기적인 점검을 하고 했는데 아직 다 끝나지 않았습니다.

지금 한창 이루어지고 있는데, 그래도 어느 정도 방향을 잡았고 또 일부 구체적인 성과가 있었던 부분에 대해서는 정말 보람을 느끼고 있고요.

또 우리 수변구역에서 우리 단양을 중심으로 단양강 순환길을 만들었습니다.

도담삼봉이 있는 곳에서 터널로 해서 1km 되는 데서 상진 하상도로 해서 또 노동리 앞에 장미터널 있는 곳, 수변무대 또 장다리식당 올라타서 다시 또 국도로 도는 이것이 10.4km인데 그동안 우리가 우회도로가 없이 단양에는 가운데 주도로 하나밖에 없었습니다.

이곳이 자전거도 다니지마는 승용차도 다닐 수 있으므로 우회 도로를 한 바퀴 순환하는 그 길을 만들었다는 것이 40년 동안 이루어지지 못했던 역사적인 부분 중에 하나라고 보고, 또 한 가지는 우리 단양의 땅이 적다 보니까 주로 충주댐 수변 구역이 많이 있습니다.

그래서 성신양회 앞이라든가 또 도담역 앞이라든가 또 자동차 폐차장이라든가 이 주변에 11만4천 평 정도 되는 그 넓은 땅을 하천구역에서 개척함으로써 우리 단양군에서 관광이라든가 뭔가 좀 효율적으로 생산 가능한 그런 지역으로 개발할 수가 있게 한 터전을 마련했다는 것이 보람 있는 그런 부분이 되겠습니다.

네 아쉬운 점이라면 이러한 모든 사업이 워낙 큰 사업이다 보니까 완공에까지 이르지 못하고 인허가라든가 또 예산 확보라든가 그 정도에 있어서 아직 착공을 코앞에 두고 두었거나 또 이제 막 착공을 했거나 그런 부분 사업들이 한 70%에 이르고 있습니다.

이런 것을 완결하지 못했던 한창 이루어지고 있다는 그런 부분이 좀 아쉬움이 있는데 제가 당선된다면 민선 9기는 이런 것은 완성하고 완결하고 그럴 계획입니다.

 

▲관광 산업의 질적 전환

그동안 단양 관광에 대한 평가와 방향은 무엇이었습니까?

 

=관광은 단양의 가장 주력 산업입니다. 역대 한 50년 전부터 관광 단양을 부르짖어 왔고 또 거기에서 예산이라든가 관심을 전력을 다해서 투자해 왔습니다.

그 결과 제가 볼 때는 관광 산업 관광 기반 시설은 어느 정도 이제 됐다고 봅니다.

많은 부분을 투자했기 때문에 앞으로는 이것을 어떻게 유기적으로 엮어내고 또 프로그램을 잘 만들고 2박 3일, 3박 4일 그리고 관광 상품도 잘 만들고 또 유네스코 세계 지질공원도 됐으니까 또 수학여행단을 잘 유치한다든가 이런 것을 종합해서 갈고 다듬는 소프트웨어랄까 그런 프로그램에 좀 더 집중해 나가야지 되지 않을까, 구슬이 서 말이라도 꿰어야 보배 되니까 그런 쪽으로, 그렇다고 관광 시설에 대한 투자를 안 하는 건 아니고 하긴 하되 그쪽으로 중심을 약간 이동하는 것도 필요하지 않을까 그런 생각을 하고 있습니다.

 

▲환경·개발 균형 및 건강권

개발과 환경 보존 사이에서 어떤 기준을 가지고 있습니까?

 

=우리 단양은 다른 지역과 달리 산지 면적이 충북에서 가장 높죠. 한 83%에 이르고 있는데 그만큼 또 자연환경이 아름다운 것이 다른 지역과 차별화되는 가장 큰 강점이라고 봅니다.

그래서 개발도 중요하지마는 개발보다는 이 자연을 잘 보존하는 예를 들어 어떤 광산이 들어온다.

그래서 그 산을 파헤치고 항공 사진 찍을 때 난개발 이미지가 있고 하는 것은 최대한 억제하고 환경과 관련되지 않은 좋은 산업은 많이 당연히 유치해야 하지만은 환경과 충돌되고 대립하는 그 부분에 대해서는 아쉬움이 있더라도 환경 보존 우선 정책을, 그전에 제가 부군수 때부터 그렇게 해왔고 민선 8기에도 그렇게 했고 이러한 기조는 앞으로 민선 9기에도 계속 이어나갈 방침입니다.

 

시멘트 공장 인근 주민들의 건강권과 수도권 폐기물 반입 문제는 매우 민감한 사안입니다. 정부의 2026년 수도권 매립지 직매립 금지 조치로 인해, 단양 시멘트 공장으로 쓰레기가 몰릴 것이라는 군민들의 우려가 큽니다. 최근 시멘트 사와 '종량제 쓰레기 반입 금지' 협약을 맺으셨는데, 이를 넘어 폐기물 반입세 법제화나 주민 건강 지원책을 어떻게 더 강화하실 계획입니까?

 

=지난 60년간 시멘트 산업이 단양 지역 경제를 일으킨 가장 중요한 요소는 맞지만, 또 그 이면에는 주민들의 건강권이라든가 환경권을 충돌하는 그런 부분도 적지 않았습니다.

그래서 앞으로 시대적인 발전과 더불어서 이 부분에 대해서 상생하는 분위기가 더 중요하기 때문에 우리 군과 또 시멘트가 또 주민들이 다 노력해서 진일보한 부분이 많습니다.

예를 들어 여러 달 전에 시멘트 사와 협약을 체결했지마는 올해 1월 1일부터 수도권 생활 쓰레기가 지역으로 소각을 위해서 내려올 수가 있으므로 우리 군에서 선제적으로 시멘트 사와 수도권 생활 쓰레기 반입을 일절 조금도 안 하겠다 그러한 협약을 맺은 바가 있고, 또 민선 9기에서도 이러한 협약이 잘 이루어질 수 있도록 또 시멘트 사와 적극적으로 협조를 해나갈 계획이고요.

특히 가장 고무적인 것은 그동안 우리가 화석연료 시대라고 그랬죠.

석탄이라든가 또 폐기물이라든가 또 정제유 이런 것이 시멘트 사의 연료로 많이 활용하고 있는데 앞으로는 이제 LNG 도시가스라고 그러죠.

청정 연료, 이곳이 지난번에 성신양회하고 MOU를 체결해서 LNG로 다 넘어갑니다.

그리고 한 시멘트 사도 몇 달 이내에 곧 협약을 체결할 예정입니다.

저는 이것에 대해서 의미를 아주 크게 두고 싶은데 60년간 그런 화석연료 시대를 접고 청정 연료 시대로다가 전환하는, 한꺼번에 다는 안 되겠지만 급속히 무게 중심을 이전한 그런 시대를 열게 됐다는 것이 아주 의미가 있고요.

그렇게 하게 되면은 청정 연료니까 냄새도 안 나고 또 대기 오염도 안 되고 여러 가지 주민들과의 충돌될 부분이 없다고 봅니다.

시멘트 사에 하나 고마운 것은 연료비가 지금보다 1.5배 더 많이 듭니다.

그런데도 시대적인 발전에 부응하기 위해서 연료비를 조금 더 들더라도 주민들과의 환경권을 도와드리기 위해서 그런 결정을 내려준 시멘트 사이에 상생하는 협력 분위기를 만들어준 데 대해서 감사함도 느끼고 있습니다.

 

▲복지 및 의료 분야

단양군 의료 인프라가 부족하다는 지적이 있는데, 군민 의료 접근성 문제 해결 방안은?

 

=단양군에는 응급실이 없어진 지 한 8~ 9년이 됐었습니다.

그러니까 야간이라든가 그런데 응급환자가 생겨도 어쩔 수 없는 그런 열악한 상황을 접기 위해서 2년 전에 우리가 보건의료원을 개원해서 응급실 위주의 의료원이 22년 만에 개원하게 됐습니다.

그래서 의사 선생님을 다섯 분을 뽑아서 지금 이루어지고 있고 의사 선생님도 한 분을 더 뽑는 거로 했고 또 나머지 과목에 대해서는 외부에 있는 협약 병원과 요일제로, 또 산부인과는 무슨 요일, 안과는 무슨 요일, 그런 식으로 이제 보충을 해서 이루어지고 있고, 특히 이제 민선 9기에는 건강검진을 하기 위해서, 새벽부터 서둘러서고 수도권으로 가고 청주로 가고 그랬는데 우리 지역에서 건강검진을 할 수 있도록 이제 그런 그것이 지금 모든 것이 다 돼 있습니다.

예산도 어느 정도 서 있고 지금 한창 설계 중인데 아마 올해 하반기나 내년에 건강검진센터를 착공하게 될 계획입니다.

그러면은 그 어느 때보다도 우리 보건의료 분야에 있어서 많이 향상된 그런 환경에 접어들게 될 것 같습니다.

 

고령 인구 비율이 높은 단양에서 노인 복지 서비스 확충 방안은 무엇인지요?

 

=우리 단양군의 지금 노인 인구 비율이 올해 들어서 40%가 넘었습니다.

적성면과 오상천은 50%가 넘습니다. 그래서 노인이 행복해야 우리 단양 군민이 행복하게 되는 그런 시대가 됐는데 그래서 제가 몇 년 전부터 심혈을 기울여서 노인 복지 3대 시책을 만들었습니다.

첫 번째는 경로당 현대화 5개년 계획, 그래서 그 세 가지인데 5개년 동안에 현대화를 다 이루겠다.

우리 160개 경로당을 2차 년도인데 그거는 우선 경로당 시설을 현대화하고 신축하든가 고치든가 그다음에 오찬을 무료로 제공하고, 오찬은 작년에 20개 마을을 시범으로 했고, 올해에 30개를 더 추가해서 50개 마을이 지금 무료로 시범으로 오찬을 제공하고 있습니다.

마지막으로 이제 프로그램 운영입니다.

작년 12월에 스마트 경로당을 160개 경로당을 전부 다 했고 그래서 노인들이 오게 되면은 여름에 시원하고 겨울에 따뜻하고 또 각종 프로그램을 통해서 운동 소식도 접하고 또 건강 관련되는 체조라든가 그런 거 해서 즐거운 행복한 그런 시간을 만들어주는 그것이 경로당 현대화 5개년 계획이고, 또 하나는 시내버스 무료 승차제, 올해부터 우리 단양군의 65세 이상은 한 달에 20회 시내버스 무료 승차 되고, 또 세 번째는 생활 불편 처리반, 노인들에 대해서는 그 어떤 불편하다고 이야기하게 되면 분기에 5만 원 이하에 대해서는 재료비를 안 받고 무상으로 수리하는 것입니다.

즉, 전기를 수리한다든가 또 방충망을 수리한다든가 새로 제작한다든가 수도라든가 모든 영역에 국한이 없이 멀리 있는 자식보다는 가까이 있는 생활 불편 처리반이 더 낫다.

지금 이런 얘기를 듣고 있는데 이런 노인 복지 3대 시책이 잘 안착하도록 민선 9기에는 더욱더 세심히 살펴볼 계획입니다.

 

취약계층과 장애인을 위한 복지 사각지대 해소 대책은?

 

=장애인은 누구나 다 장애인이 될 수 있고 또 본인의 잘못이 아니고 어렸을 때라든가 의료 혜택을 받지 못하는 시대적인 환경, 사회적인 공동의 책임이라고 봅니다.

그래서 장애인들에 대해서는 시각, 청각, 지체 각 분야에 대해서 다른 분야보다도 많은 관심을 가지고 지원을 하려고 하고 있습니다.

그래서 정말 이분들 그 첫 번째 소원이 뭐냐 그러니까 "장애인 복지회관을 만들어 달라".

지난번에 민선 8기 취임하면서도 그런 얘기 많이 들었습니다.

그래서 이번에 노인복지회관과 장애인 복지회관 2개를 아울러 가지고 두 달 전에 착공식을 했습니다.

그러면 1년 정도 지나게 되면은 건물이 멋있게, 지금 현재 중앙공원 밑에 한창 건립을 하고 있는데 이것이 되면은 아마 어느 해보다도 의미 있는 장애인 복지에 대해서 큰 진일보한 그런 부분이 될 것 같고 또 우리 보훈 가족에 대해서도 연세는 많이 들어가고 많이 돌아가시고 있습니다.

그래서 이분들에 대해서 예우를 충청북도 내 각 시군 중에서는 최고의 예우를 하겠다는 것을 제가 공약으로 내건 바가 있습니다.

단양의 10년 후 모습은 어떻게 달라질까요?

 

=군수는 영원한 자리가 아닙니다.

다 스쳐 지나가는 자리고 그러나 일한 흔적은 남게 돼 있습니다.

저는 민선 8기에도 어떤 의미가 있을까 역사와 후대에 민선 8기 또는 9기를 어떻게 평가할까? 이거를 누구보다도 많이 고민했습니다.

그래서 우리가 알다시피 앞에는 단양강이고 뒤에는 산이고 40년 전에 신단양을 이주할 때 지역적인 한계가 있어서 어쩔 수 없었지 만은 도시 확장이 굉장히 어려운 개념입니다.

그래서 뭘 하나 하려 해도 땅이 없어서 굉장히 어려움을 겪고 있는데 그래서 지금 그 상진 앞에 있는 작은 산 언덕이 있습니다.

그 안쪽은 못골이라고 그랬는데 그 못골의 산을 지금 철교 높이로 절개를 하고 그 안쪽에 못골까지 하고 지금 용산공업사에 있는 상진 공업단지가 있습니다.

여기까지 합치면은 한 15만 평 정도에 가까운 그런 새로운 부지가 나옵니다.

이것이 인허가가 한 17가지가 있는데 지금 그 인허가를 한창 하고 있습니다.

어려운 점도 있지만 제 수많은 공약 중에서 이것이 우리 10년, 20년을 위해서는 아무리 어려움이 있더라도 반드시 꼭 해야 하는 굳이 하나만 선택해야 한다면은 이 못골 개발 우리 미래 세대가 살아가야 할 그 터전을 만들어주는 것이 오늘을 사는 우리 단양의 지도자들이 해야 하는 가장 첫 번째 일이 아닌가 그런 소명 의식을 느끼고 있습니다.

그래서 그것이 이루어진다면은 10년 후에는 우리 단양의 강남이 되지 않을까 그래서 지금 1, 2, 3단지가 있지마는 그쪽이 제4단지라고 명명하기에 충분한 것이고 어쩌면 우리의 미래가 거기에 달려 있다고 봅니다.

하나만 더 한다면 우리가 상진 넘어가는 소금정 공원 맞은편에 전에 KBS 중개소가 있었습니다.

거기가 우리 군유지가 한 4천 평 정도 있는데 약간 경사가 져서 그렇지 이것을 한 서너 단계로 나눠 가지고 단절됐던 그곳을 이어준, 이제 그런 곳으로 가게 되면 또 우회도로가 거기서 끊어졌습니다.

그래서 한 230m 정도 되는데 그러면은 이쪽 2, 3단지와 상계 1단지를 연결하는 아주 중요한 우회도로도 생기고 서로 길가에 인도 옆으로 상가도 만들고 위에는 한 7m 정도 두세 단 나눠서 거기에는 어떤 주택지가 될 수도 있고, 이거 도시 계획을 변경하기가 좀 어려운데 어려움이 있더라도 반드시 극복해서 민선 9기에는 새로운 개념의 신도시 못골 개발하고 또 KBS 중개소 용지 개발 이것이 지금 말씀하신 10년 후 우리 미래를 위해서 청사진 꼭 해야 할 의무를 느끼고 있습니다.

마지막으로 단양군민들께 전하고 싶은 말씀은 무엇인가요?

 

=민선 8기 동안에 저는 사적인 거 다 버리고 역대 누구보다도 청렴했고 젖 먹던 힘을 다해 왔다고 제가 가지고 있는 종교 앞에서 저는 맹세할 수 있습니다.

그러나 시기적인 한계가 있고 4년 동안 전임 군수 많이 벌려 놓은 곳 거기에 예산이라든가 관심이라든가 행정력이 많이 투입할 수밖에 없었고 그건 전국 어디나 다 마찬가지입니다.

전임자에 대한 그거를 완결 안 할 수 없으므로 제가 민선 8개 공약했고 그렸던 우리 단양의 모습은 이제 막 시작했고 설계했고 인허가라든가 그런 행정 절차를 하고 있거나 마감 단계에 있습니다.

그래서 한 번 가지고는 안 되겠다 하는 것을 많이 느끼고 있습니다.

그래서 이런 것들이 이제 막 펼쳐지기 시작하는데 이런 사업들을 잘해야 하는 것이고 마무리해야 하고 또 한 가지는 우리 단양군의 구조가 재정 자립도가 13%밖에 안 됩니다.

이 금액 가지고 공무원 인건비도 모자랍니다. 그래서 중앙정부에 또 도에 가서 이런 예산을 많이 확보하지 않으면 결국은 예산이 일하는 거지 사람이 일하는 건 아닙니다.

그래서 제가 가지고 있는 인적 네트워크라든가 그런 경험을 총동원해서 예산을 많이 확보하는 그 문제, 그래서 우리가 지금 추진 중인 그런 중요한 미래를 설계할 수 있는 그런 그 사업에 몰방해서 어느 정도 100% 다는 아니더라도 그런 미래를 하는, 다음 사람이 굴착기 가지고 작업할 때 하더라도 제가 할 일은 아까 말씀드린 그런 큰 사업들에 대해서 각종 인허가라든가 예산이라든가 그런 과정을 전부 다 안착시켜 놓을 때 누가 다음 군수가 되든지 간에 그 새로운 지평을 열 수 있는 그런 시대적인 흐름의 그런 큰 소명을 느끼고 있습니다.

제가 더욱더 청렴하고 또 열정을 가지고 군민 여러분들이 원하는 그 기대에 조금도 부족함이 없이 최선을 다해 나가겠다는 것을 다시 한번 저 스스로 다짐을 하고 군민 여러분께 약속을 하겠습니다.

Candidate Kim stated, “If the past four years were a period of laying the groundwork, the future is the stage of completing achievements.” He announced that he would concentrate administrative efforts on securing state funding and promoting large-scale projects amidst the region’s low fiscal self-reliance. He further emphasized his determination to complete Danyang’s future based on integrity and execution.

 

Below is a Q&A with Candidate Kim Moon-geun.

 

▲ County Administration Achievements and Re-election Bid

 

What were your best policies and your most regrettable aspects during your previous term?

 

During the 8th popular election, I accomplished many things. However, rather than saying I did them well, there are a few specific areas where I gave my all and practically went all-in.

 

First is the parking issue within Danyang. The shortage of parking spaces had reached a point where it was hindering our local economy. We conducted regular inspections of the measures taken almost once a month, but the process is not yet complete. The project is currently in full swing, and I feel a great sense of accomplishment in having established a direction and achieved some tangible results.

 

Additionally, we have created a circular route along the Danyang River within our waterfront zone, centering on Danyang.

 

This route spans 10.4 km, starting from the tunnel near Dodam Sambong, passing through the Sangjin riverside road, then continuing to the Rose Tunnel in front of Nodong-ri, the waterfront stage, and Jangdari Restaurant, before finally returning to the national highway. Until now, Danyang lacked any bypass roads, with only a single main road running through the center.

 

Since this route is accessible to both bicycles and cars, I view the creation of this circular route as a historic achievement that had remained unfulfilled for 40 years. Another point is that, due to the limited land area in Danyang, the waterfront zone around the Chungju Dam is predominantly concentrated there. Therefore, it is rewarding to have laid the foundation for developing Danyang County into a region capable of efficient production and tourism by pioneering a vast area of ​​approximately 114,000 pyeong in the river zone, including the areas in front of Sungshin Cement, Dodam Station, and the car junkyard.

 

However, the regrettable aspect is that, as these are such large-scale projects, they have not yet reached completion. Approximately 70% of the projects are still in the process of obtaining permits and securing budgets, with some projects just about to begin construction and others having only just started.

 

It is somewhat regrettable that these projects are still in progress but have not yet been fully completed. However, if elected, I plan to complete and finalize these projects during my 9th term as the popularly elected government.

 

▲ Qualitative Transformation of the Tourism Industry

 

What has been your assessment of Danyang tourism and your direction so far?

 

Yes, tourism is Danyang's primary industry. For about 50 years, we have championed "Tourism Danyang" and have invested our full budget and attention into it.

 

As a result, in my view, the tourism industry and infrastructure have now reached a certain level of maturity.

 

Since we have invested heavily, moving forward, I believe we need to focus more on "software"—that is, how to organically weave these elements together, create high-quality programs, develop 2-night/3-day and 3-night/4-day travel packages, and successfully attract school trip groups now that we have become a UNESCO World Heritage Site Park. Just as a large number of beads are worthless unless strung together, I believe we should concentrate on this direction. This does not mean we should stop investing in tourism facilities; we will continue to do so, but I think it is necessary to shift the focus slightly in that direction.

 

▲ Balance between Environment and Development and the Right to Health

 

What criteria do you hold regarding the balance between development and environmental preservation?

 

** Unlike other regions, Danyang has the highest mountainous area in North Chungcheong Province, reaching approximately 83%. I believe that the beauty of our natural environment is our greatest strength, differentiating us from other areas.

 

Therefore, while development is important, we prioritize preserving this natural environment over development—for instance, when a mine is established.

 

We must minimize digging up mountains and avoiding images of reckless development that appear in aerial photographs. While we naturally need to attract beneficial industries that are not environmentally related, we must prioritize environmental preservation policies regarding areas that conflict with the environment, even if it leaves some room for regret. I have maintained this stance since my time as Deputy County Governor and continued it during the 8th popular election, and I plan to continue this approach in the upcoming 9th term.

 

The health rights of residents near the cement factory and the issue of waste being brought in from the Seoul metropolitan area are very sensitive matters. There is significant concern among county residents that waste will be concentrated at the Danyang Cement Factory due to the government's ban on direct landfilling at the Seoul Metropolitan Area Landfill by 2026. You recently signed an agreement with a cement company to ban the entry of volume-based waste. Beyond this, how do you plan to further strengthen measures such as the legislation of a waste entry tax or support for residents' health?

 

While it is true that the cement industry has been the most important factor in driving the Danyang regional economy over the past 60 years, there have also been significant conflicts with residents' health and environmental rights.

 

Therefore, as an atmosphere of mutual coexistence becomes more important alongside future societal advancements, our county, the cement company, and the residents have all worked together to make significant progress. For example, although we signed an agreement with a cement company several months ago, since household waste from the metropolitan area could be brought down to our region for incineration starting January 1st of this year, our county proactively entered into an agreement with the cement company to strictly prohibit the import of any household waste from the metropolitan area. Furthermore, we plan to actively cooperate with the cement company during the 9th popular election term to ensure that this agreement is successfully implemented.

 

What is particularly encouraging is that we have been referred to as the era of fossil fuels.

 

Coal, waste materials, and refined oil have been widely used as fuel for cement companies, but going forward, we will be switching to LNG (city gas), which is known as a clean fuel.

 

We recently signed an MOU with Sungshin Cement, and we are transitioning entirely to LNG.

 

Additionally, another cement company is also scheduled to sign an agreement within a few months. I would like to place great significance on this. It is very meaningful that we have opened an era of transitioning from a 60-year era of fossil fuels to a clean fuel era—not all at once, but a rapid shift in the center of gravity.

 

Since it is clean fuel, there is no odor, no air pollution, and I believe there will be no conflicts with the residents.

 

One thing I am grateful to the cement companies for is that fuel costs will be 1.5 times higher than they are now.

 

Nevertheless, I feel grateful for the atmosphere of mutual cooperation created between the cement companies and the residents. They made that decision to support the residents' environmental rights, even if it means slightly higher fuel costs, in order to keep up with the progress of the times.

 

▲ Welfare and Medical Sectors

 

There have been criticisms that Danyang-gun lacks medical infrastructure. What are the solutions to address the issue of medical accessibility for the county residents?

 

It has been about 8 to 9 years since Danyang-gun has had no emergency room. So, to put an end to the poor conditions where we were helpless when emergency patients arose, such as at night, we opened a public health center two years ago. This marks the opening of an emergency room-focused medical center for the first time in 22 years.

 

We have hired five doctors and are currently operating under their supervision, with plans to hire one more. For the remaining specialties, we are supplementing staff by operating on a weekday basis with external partner hospitals—specifically, on certain days for OB/GYN and Ophthalmology. In particular, during the 9th popular election term, people used to rush from dawn to travel to the Seoul metropolitan area or Cheongju for health checkups, but now everything is in place so that health checkups can be conducted within our own region.

 

The budget has been secured, and the design is currently in full swing. We plan to begin construction of the health checkup center in the second half of this year or next year.

 

Then, it seems we will enter an environment where our healthcare sector has improved significantly more than ever before.

 

What are the plans to expand welfare services for the elderly in Danyang, which has a high proportion of the elderly population? The proportion of the elderly population in Danyang County has exceeded 40% this year.

 

In Jeokseong-myeon and Osangcheon, it exceeds 50%. We have entered an era where the happiness of the elderly is essential for the happiness of the residents of Danyang County. Therefore, I have devoted my heart and soul to developing three major welfare policies for the elderly over the past few years.

 

The first is the five-year plan for the modernization of senior centers. So, there are three main points, and we intend to complete the modernization within five years.

 

We are currently in the second year regarding our 160 senior centers. First, we will modernize the facilities—either by constructing new ones or remodeling them. Next, we will provide free lunches. Regarding the lunches, we piloted the program in 20 villages last year, and by adding 30 more this year, we are currently providing free lunches to 50 villages as a pilot project.

 

Finally, there is the operation of programs. Last December, we completed the "Smart Senior Center" project for all 160 centers. The 5-Year Plan for the Modernization of Senior Centers aims to create a happy and enjoyable time for seniors by ensuring they stay cool in the summer and warm in the winter, access exercise information through various programs, and participate in health-related exercises. Another initiative is the free city bus system; starting this year, residents of Danyang County aged 65 and older are eligible for 20 free city bus rides per month. The third initiative is the Living Inconvenience Response Team. If a senior reports any inconvenience, repairs costing 50,000 won or less per quarter will be provided free of charge, without charging for materials.

 

In other words, whether it involves electrical repairs, fixing or manufacturing new window screens, or plumbing, the Living Inconvenience Response Team—located nearby—is considered a better option than relying on children living far away.

 

Hearing this, I plan to pay even closer attention during the 9th term of the popularly elected government to ensure these three major senior welfare policies are successfully implemented.

 

What are the measures to eliminate welfare blind spots for vulnerable groups and people with disabilities?

 

Anyone can become disabled, and I view this not as their own fault, but as a shared social responsibility resulting from factors such as childhood circumstances or the historical environment that prevented access to medical benefits.

 

Therefore, we are striving to provide support with greater interest in the visual, auditory, and physical disabilities than in other fields.

 

So, when asked what their number one wish is, they said, "Please build a welfare center for the disabled."

 

I heard this a lot when I took office for the 8th popular election.

 

That is why we held a groundbreaking ceremony two months ago for two combined facilities: a senior welfare center and a welfare center for the disabled.

 

Once the building is completed in about a year—currently under active construction beneath Central Park—I believe it will mark a significant step forward in disability welfare, more meaningful than in any previous year. Additionally, regarding our veteran families, many are passing away as they age. Therefore, I pledged as a campaign promise to treat these individuals with the utmost respect among all the cities and counties in Chungcheongbuk-do.

 

▲ Future Vision

 

How will Danyang look in 10 years?

 

The position of County Governor is not permanent.

 

It is a position that everyone passes through, yet the traces of one's work are bound to remain.

 

I have pondered more than anyone else what significance the 8th popular election holds and how history and future generations will evaluate the 8th or 9th terms.

 

As we know, the Danyang River lies in front and mountains behind. Although there were unavoidable regional limitations when we relocated to Sindanyang 40 years ago, urban expansion is a very difficult concept.

 

Consequently, we are facing significant difficulties because there is no land available to undertake any project. That is why there is currently a small hill in front of Sangjin.

 

The area inside was called Motgol. We have now cut through the mountain of Motgol to the height of the railway bridge, extending all the way to Motgol, and the Sangjin Industrial Complex, currently located at Yongsan Industrial Complex, is situated there. If we combine everything up to this point, we end up with a new site of nearly 150,000 pyeong.

 

There are about 17 types of permits required for this project, and we are currently in the midst of the approval process.

 

Although there are difficulties, among my numerous campaign promises, if I had to choose just one that must be done for our next 10 or 20 years, no matter how challenging it may be, I feel a sense of calling that developing Motgol—creating a foundation for our future generations to live in—is the very first task that the leaders of Danyang living today must undertake.

 

If this is realized, I believe Danyang will become the "Gangnam" of our region in 10 years. Although we currently have Complexes 1, 2, and 3, that area is sufficient to be named Complex 4, and I believe our future may well depend on it.

 

To add one more thing, across from Sogeumjeong Park, which we pass over to Sangjin, there is the site where the KBS broadcasting station used to be. There is about 4,000 pyeong of county-owned land there. Although it is slightly sloped, we plan to divide it into three or four stages to connect the previously disconnected areas. However, the bypass road is currently cut off at that point.

 

It is about 230 meters long, so this will create a very important bypass road connecting Complexes 2 and 3 with Sanggye Complex 1. We can also build commercial areas along the sidewalks and divide the upper section into two or three tiers of about 7 meters, which could potentially become a residential area. Although it is difficult to change the urban plan, we must overcome the difficulties to develop the Motgol New Town with a new concept during the 9th popular election term. I feel a duty to create the blueprint for our future 10 years from now, as you mentioned, by developing the KBS broadcasting station site.

 

▲ Communication with Residents and Administrative Innovation

 

Finally, what message would you like to convey to the residents of Danyang County?

 

I can swear before my religion that during the 8th popular election term, I cast aside all personal interests, was more honest than anyone in history, and gave my all. However, there are time constraints, and we had no choice but to invest a significant amount of budget, attention, and administrative resources into the projects that the previous county governor had already initiated over the past four years; this is the same everywhere in the country.

 

Because we cannot avoid completing what the predecessor left behind, the vision of Danyang that I promised in my eighth election campaign is just beginning. We have designed the project, are currently undergoing administrative procedures such as licensing, or are in the final stages of completion.

 

Therefore, I strongly feel that one attempt is not enough.

 

As these initiatives are just beginning to unfold, we must execute these projects well and bring them to a close. Furthermore, Danyang County's financial self-sufficiency rate is only 13%.

 

This amount is insufficient even to cover the personnel costs of civil servants. Therefore, unless we secure substantial funding from the central government and the provincial government, the budget will ultimately do the work, not the people. Therefore, I intend to mobilize all my personal networks and experience to secure a substantial budget and fully commit to the important projects currently underway that will shape our future. Even if I cannot achieve 100% success, I believe my role is to ensure that the next person takes over the work. By successfully establishing all the necessary permits, licenses, and budgets for the major projects I mentioned earlier, I feel a profound calling in line with the current times to open new horizons, regardless of who becomes the next county governor.

 

I reaffirm my commitment and promise the residents that I will do my utmost with even greater integrity and passion to meet your expectations without falling short in the slightest.
