영동군은 지난해 우수한 사업 성과와 체계적 운영 능력을 인정받아 2년 연속 공공형 외국인 계절근로 공모사업에 선정, 1억 원의 사업비를 확보했다. 이에 따라 지난 5월 8일 베트남 까마우성(구 박리에우성) 근로자 30명이 영동군에 입국하며 올해 사업이 본격적으로 추진됐다.

특히 올해는 농가의 심각한 인력난 해소를 위해 운영 기간을 지난해 3개월에서 약 7개월로 대폭 확대했다. 장기 운영으로 다양한 농작업 시기별 맞춤 인력 공급이 가능해졌고, 농가 만족도도 큰 폭으로 향상됐다.

황간농협이 운영 주체로 참여한 본사업은 약 7개월 동안 연인원 735 농가에 3,720명의 인력을 공급하며, 근로자 가동률 91.1%라는 매우 높은 성과를 거두었다.

사업 초기 일부 신규근로자들이 생소한 작업 환경에 어려움을 겪었으나, 현장 지도 강화, 일과 후 실습, 전년도 참여자 재입국 효과 등이 더해지며 사업은 빠르게 안정화됐다. 근로자들은 성실함과 뛰어난 적응력을 발휘해 농가로부터 높은 호응을 얻었다.

근로자를 활용한 한 농가는 “근로자가 책임감 있게 일해 줘 큰 도움이 되었고, 하루 8시간 기준 10만 원의 사용료는 일반 사설 인력(15만 원~20만 원)보다 부담이 적어 만족도가 높았다”고 평가했다.

사업에 참여한 계절근로자들은 “다소 힘은 들었지만, 농가들이 친절하게 대해주고 만족감을 나타낼 때마다 뿌듯함이 들었고, 일손 부족에 보탬이 되어 자부심이 생겼다”며 웃었고, “숙소와 근로자 건강 등 주거 및 체류 환경도 군과 농협에서 세심한 관리를 해줘 안정적으로 일할 수 있었고 내년도 꼭 다시 참여하고 싶다”며 고마움과 기대감을 나타냈다.

영동군은 “2년 연속 공모사업 선정에 이어 올해 운영 기간 확대까지 성공적으로 이끌었고, 황간농협과의 긴밀한 협력으로 체류·근로·적응 전반을 안정적으로 관리하며 단 한 명의 이탈자 없이 사업을 마무리할 수 있었다”고 밝혔다.
