임호선 더불어민주당 의원(충북 증평·진천·음성, 사진)은 2일 가축전염병 발생 농가의 살처분 보상금 상한을 현행 가축 평가액의 80%에서 90%로 올리고, 구제역·고병원성 조류인플루엔자(AI) 등 주요 전염병을 시·군에서 최초로 신고한 농가에 대해서는 최대 100%까지 보상할 수 있도록 하는 「가축전염병 예방법」 개정안을 대표발의했다.

현행법은 살처분·사육제한 등으로 손실을 입은 농가에 대해 보상금을 지급하도록 하면서도, 질병 신고 위반이나 방역수칙 미준수 시 보상금을 감액하도록 규정하고 있다. 반면, 방역을 성실히 이행한 농가는 감액분을 일부 경감할 수 있도록 하고 있다.

문제는 보상금 상한이 80%로 묶여 있어, 방역을 철저히 이행해 감액 사유가 거의 없는 농가라도 받을 수 있는 금액에 한계가 뚜렷하다는 점이다. 이 때문에 방역 우수농가에 대한 실질적 보상 효과가 떨어진다는 지적이 나온다.축산단체 역시 방역 우수 농가에 대한 인센티브가 부족하다며 지속적으로 개선을 요구해 왔다.

개정안은 감액 경감 이후 지급되는 보상금의 상한을 ‘가축 평가액의 90%’로 상향하고, 구제역·럼피스킨병·고병원성 조류인플루엔자·아프리카돼지열병 또는 브루셀라병을 지자체에 최초로 신고한 농가에 대해서는 상한을 적용하지 않도록 했다.

임 의원은 “가축전염병은 한 농가의 문제가 아니라 지역 전체의 피해로 이어진다”며 “방역을 성실하게 이행한 농가가 그에 걸맞은 보상을 받아야 자율방역이 자리 잡는다”고 말했다. 

이어 “특히 최초 신고 농가에 대한 보상 강화는 조기 신고를 끌어내 전염병의 확산을 조기에 차단하는 데 효과적”이라며 “신속한 차단과 예방이 가능한 방역체계를 만드는 데 힘쓰겠다”고 덧붙였다.

Representative Lim stated, "Livestock infectious diseases are not a problem for individual farms; they impact the entire region. Voluntary quarantine measures will only take root when farms that diligently implemented quarantine measures are appropriately compensated."
