괴산군에 따르면 그 출발점은 역대 최대 규모의 정부예산 확보였다. 괴산군이 민선 8기 들어 확보한 정부예산은 지난 18일 기준으로 무려 211건, 8,876억 원에 달하는 어마어마한 금액이다. 

송인헌 괴산군수는 “정부예산 확보는 단순한 숫자가 아니라 군민 삶을 바꾸는 에너지이기 때문에 중앙부처·국회를 수십 차례 오가며 공모와 예산을 직접 챙겼다”라며 “이 예산은 농업 스마트화·정주 인프라 확충·체육시설 구축·관광개발까지 괴산 곳곳의 기반을 바꾸는 기초 동력이 되고 있다”라고 강조했다.

이 농업 기반 위에 축제와 관광, 스포츠가 결합하며 괴산 경제의 선순환 고리가 본격화됐다. 괴산고추축제와 김장축제는 그 자체가 ‘만드는-사 먹는-사는’ 경제축제로 진화했다.
