【충북 브레이크뉴스】임창용 기자=충북 영동군은 환경부 주관 올해 공공하수도 운영관리 실태 평가에서 최우수기관으로 선정되며 공공하수도 운영 분야에서의 우수성을 다시 한번 입증했다고 1일 밝혔다.

군은 2024년에 이어 올해도 최우수기관으로 선정됐으며, 이는 군의 공공하수도 운영관리가 뛰어난 성과를 거두었음을 보여준다.

이번 평가는 공공하수도 운영·관리 실태 점검을 통해 경쟁력 있는 하수도 시스템을 구축하고 운영관리의 효율성을 높이기 위해 실시됐으며 지난 한 해 동안의 공공하수도 운영·관리 실태를 평가했다. 

환경부가 주관하는 이 평가는 2001년부터 매년 실시되고 있으며 우수사례와 신기술 등을 발굴해 자치단체 간 공유하며 하수도의 역할과 기능을 재정립하고 있으며,

올해는 전국 지자체를 대상으로 인구수에 따라 4그룹으로 나눠 환경부, 한국환경공단, 교수 등 전문가로 구성된 평가단이 하수도정책·운영·서비스 등 3개 분야 32개 항목을 엄격히 평가하여,

금강유역환경청의 서류심사와 현장점검 및 환경부 관계 전문가의 심의를 거쳐 우수 기관선정위원회 평가를 거쳐 최우수기관을 최종 선정했다.

영동군은 4그룹인 하수처리 인구 5만 명 미만 54개 지자체 중에서 하수처리 재이용률 및 공공하수도 자산관리 기반 조성, 공공하수도 관리대행 효율화, 하수처리장 방류수 수질개선, 하수찌꺼기 재이용률 등에서 우수사례로 꼽히며 타 지자체보다 높은 점수를 받았다고 알려졌다.

군은 지난 2015년도부터 2025년까지 전국 최초로 11년 연속 하수도 분야 전국 평가에서 수상하는 쾌거를 이뤄 의미를 더했다.

군은 이 여세를 모아 모든 군민이 쾌적한 생활환경 서비스를 제공받아 삶의 질을 높일 수 있도록 하수처리 선제 대응과 체계적 관리에 박차를 가한다는 방침이다.

정영철 영동군수는 “깨끗한 수질 보전을 위해 영동군과 군민들이 함께 한 노력이 인정받아 큰 보람을 느낀다”며 “앞으로도 쾌적한 생활환경을 위해 하수처리시설을 더욱 체계적으로 관리하고, 변화에 선제적으로 대응해 군민들이 신뢰할 수 있는 환경 행정을 펼쳐 나가겠다”고 말했다.

Yeongdong County, North Chungcheong Province, announced on the 1st that it has once again proven its excellence in public sewerage management by being selected as the Best Organization in this year's public sewerage management evaluation conducted by the Ministry of Environment.

The county was selected as the Best Organization this year, following its 2024 evaluation, demonstrating the county's outstanding performance in public sewerage management.

This evaluation was conducted to establish a competitive sewerage system and improve operational efficiency through an inspection of the operation and management of public sewerage systems over the past year.

This evaluation, hosted by the Ministry of Environment, has been conducted annually since 2001. It identifies best practices and new technologies, shares them with local governments, and redefines the role and function of sewerage systems.

This year, local governments nationwide were divided into four groups based on population. An evaluation panel comprised of experts from the Ministry of Environment, the Korea Environment Corporation, and professors rigorously evaluated 32 items across three categories: sewerage policy, operation, and service.

The top institutions were selected through document screening and on-site inspections by the Geumgang River Basin Environmental Office, deliberation by Ministry of Environment experts, and an evaluation by the Excellent Institution Selection Committee.

Yeongdong County received higher scores than other local governments in Group 4, including 54 local governments with populations under 50,000. It was recognized as a best practice in areas such as sewage treatment reuse rates, establishment of a public sewerage asset management foundation, efficient public sewerage management, improved sewage treatment plant effluent quality, and sewage sludge reuse rates.​

The county achieved a remarkable feat, winning national sewage system evaluations for 11 consecutive years from 2015 to 2025, making it the first in the nation to do so.

Building on this momentum, the county plans to accelerate proactive response and systematic management of sewage treatment systems to ensure all residents enjoy a pleasant living environment and quality of life.
