오전 진행된 농업기술원 행정사무감사에서 이의영 의원(청주12)은 ‘농업인단체 저탄소 농업기술 현장확산 지원사업’ 추진 현황을 점검하며 “기후변화에 대응하기 위해 저탄소 농업 자재의 확산에 힘써 달라”며 “농업기술원 차원의 탄소저감 농업기술 실증·연구 역할을 강화해 달라”고 주문했다.

이옥규 의원(청주12)은 “농업기술원 내 결원 장기화 문제와 관련해 정원이 확보되어 있음에도 충원이 지연되는 것은 행정의 책임 있는 대응이 미흡한 결과”라며 “특히 팀장 공석과 운전직 인력 부족은 단순한 결원이 아니라 행정 공백과 안전사고 위험으로 이어질 수 있는 심각한 문제인 만큼 도와의 인사 협의를 통해 신속히 충원할 것”을 요구했다.

김꽃임 위원장(제천1)은 농가보급형 스마트 재배장치 개발 및 보급과 관련해 “스마트팜은 높은 시설비 부담으로 인해 중소농이 쉽게 접근하기 어려운 구조”라며 “이번에 시행한 양념채소(쪽파) 스마트팜은 기존 시설을 활용해 평당 25만 원 수준으로 설치가 가능하고 생산성 향상을 통해 농가 소득을 증대할 수 있는 시설”이라고 강조했다.

이어 김 위원장은 “이러한 시설은 농가의 현실에 가장 부합하는 충북형 스마트농업 모델”이라며 “시·군 및 농가에 더 확산될 수 있도록 사업 추진 및 예산 확보에 노력해 달라”고 촉구했다.

오후에 진행된 농정국 행정사무감사에서 임병운 의원(청주7)은 축산시험장 이전 사업과 관련해 “도비 466억 원이 투입되는 대규모 사업이 두 차례 중앙투자심사에서 반려되는 등 표류하고 있다”며 “근거자료 보완과 주민 의견 수렴, 갈등관리 체계 마련 등 실질적인 개선책을 조속히 마련하라”고 주문했다.

이종갑 의원(충주3)은 국·도비 반납 현황을 종합적으로 살펴보면서 “매년 반복되는 사업 포기와 미이행, 수요예측 실패, 홍보 부족으로 인한 예산 반납은 행정의 신뢰와 정책의 실효성을 떨어뜨리는 근본적 문제”라며 “사업 추진 전 과정에서 수요예측과 대체수요자 관리, 의무이행 점검, 홍보체계 강화를 통해 예산이 적절히 집행되도록 철저히 관리해 달라”고 당부했다.

유재목 의원(옥천1)은 농어촌 기본소득 시범사업 추가 선정과 관련해 도의 국회 건의 추진 상황을 점검하며 “어려운 지방재정을 고려할 때 무엇보다 시범사업의 국비 지원 비율 상향이 절실하다”며 “시범사업 예산 확보와 중앙정부 협의 진행 상황을 의회에 수시로 보고하고, 긴밀히 협력해 달라”고 주문했다.

박경숙 의원(보은)은 농소막 운영과 관련해 “농소막 사업의 취지에는 공감하지만, 현재 수준의 소규모 시설로는 자립 운영이 현실적으로 어렵다”고 지적하며 “도비 지원 없이 민간이 독자적으로 운영하기에는 한계가 있는 만큼, 운영의 악순환이 반복되지 않도록 도 차원의 면밀한 분석과 실효성 있는 개선 대책을 마련해 달라”고 주문했다.
