이상설 선생(1870~1917)은 충북 진천 출신으로, 헤이그 특사 활동과 해외 독립운동 기지 건설, 교육 활동 등 일평생 조국 독립을 위해 헌신했음에도 현재 건국훈장 대통령장에 머물러 그의 업적에 비해 서훈이 미흡하다는 목소리가 꾸준히 제기되어 왔다.

조윤성 의장은 캠페인 참여를 통해 "이상설 선생의 위대한 업적에 합당한 최고 등급의 서훈(대한민국장) 승격이 마땅하다"고 강조하고, "이 캠페인을 통해 선생의 희생과 헌신이 널리 알려지고 국민적 공감대가 형성되기를 바란다"며 동참 이유를 밝혔다.

이번 릴레이 캠페인은 다음 참여자를 지목하는 방식으로 진행되며, 조윤성 의장은 다음 캠페인 참여자로 이상훈 단양군의회 의장을 지목했다.
