【충북 브레이크뉴스】임창용 기자=옥천군의회(의장 추복성)는 4일 옥천농업기술센터 농업인교육관에서 산업경제위원회(위원장 송윤섭) 주관으로 공공형 축분자원화센터 운영 방안 모색(바이오차 중심으로)을 주제로 정책토론회를 개최했다.

이번 토론회는 지역 축산농가에서 발생하는 가축분뇨의 효율적인 처리와 자원화를 위한 공공형 축분자원화센터 운영 방안을 모색하고자 마련되었으며, 축산환경관리원, 축산·농업 관련 단체, 바이오차 자원화 전문기업, 관련 공무원 등이 참석한 가운데 진행됐다.

축분자원화센터는 ‘가축분뇨 공동자원화시설’로도 명칭되며 가축분뇨를 공동 처리해 퇴비, 액비, 바이오가스, 바이오차 등으로 자원화함으로써 환경오염을 예방하고, 친환경 축산 기반 조성을 위한 시설이다.

특히, 축분 바이오차(Biochar)는 가축분뇨를 열분해해 생산되는 고탄소 고형물질로, 탄소저감 효과는 물론 농업 생산성 향상에도 도움을 주어 비료 등으로 활용되고 있다.

발제자인 축산환경관리원 김병옥 팀장은 “가축분뇨는 이제 단순히 처리해야 할 폐기물이 아니라, 재생에너지 자원으로 활용 범위가 점차 확대되고 있다”며 “일부 지역에서 가축분뇨 공동자원화시설이 기피시설로 인식되는 경우도 있는 만큼, 이를 환경 친화적인 시설로 전환해 인식시킬 수 있도록 지자체의 적극적인 홍보와 노력이 필요하다”고 강조했다.

지정토론에는 염상돈 전국한우협회 옥천군지부 부지부장, 한현수 옥천푸드가공협동조합 이사장, 송성호 옥천군 복숭아연합회 회장, 김상태 한국농업경영인 옥천군연합회 회장, 이화목 옥천군 농업정책과장이 참여해 축분 처리의 어려움, 바이오차 활용 가능성, 축분자원화센터에 대한 기대 등 다양한 의견을 제시하며 활발한 논의를 펼쳤다.

송윤섭 위원장은 “바이오차 기반의 자원화센터는 가축분뇨 문제 해결은 물론, 지역 농업의 지속가능성을 높이는 중요한 대안이 될 수 있다”며, “앞으로도 지역 실정에 맞는 실효성 있는 정책 마련과 관련 시설의 구축·운영이 이루어질 수 있도록 지속적으로 노력하겠다”고 밝혔다.
