【충북 브레이크뉴스】김봉수 기자=전국혁신도시협의회(회장 조병옥 음성군수) 임원단은 15일 국토교통부 혁신도시발전추진단(부단장 안석환)을 방문해 ‘공공기관 2차 이전 혁신도시 우선배치’ 등이 포함된 전국혁신도시(지구)협의회 공동건의문을 전달했다.

전국혁신도시(지구)협의회는 지난 2006년 12월 15일 설립됐으며 전국 9개 혁신도시, 11개 시군구 단체장으로 구성된 협의체다. 

현재 제17기 임원단은 조병옥 음성군수가 회장을, 원강수 원주시장과 배낙호 김천시장이 부회장을 맡고 있다.

이번 공동건의문은 지난해 8월 전국혁신도시(지구)협의회 정례회에서 채택했으며 △공공기관 2차 이전 혁신도시 우선배치 △혁신도시 특별지원 규정 신설 △공공기관 지역인재 채용 법제화 △클러스터 용지 금지항목 재검토의 내용 등 혁신도시 활성화를 위한 주요 정책과제가 포함돼 있다.

전국혁신도시협의회 조병옥 협의회장과 임원단은 국토교통부 관계자들과의 면담을 통해 혁신도시의 정주 여건 개선과 산업 생태계 조성을 위한 추가적인 공공기관 이전의 필요성을 설명했다. 

또한 혁신도시 발전을 위한 과제가 여전히 산적해 있는 상황을 언급하며 이를 해소하기 위해 정부 차원의 정책적 지원이 절실하다는 점을 역설했다.

조병옥 협의회장은 “공공기관 2차 이전은 수도권과 지방의 불균형을 해소하고, 혁신도시가 지역경제 성장의 거점으로 자리매김하는 데 중요한 계기가 될 것”이라며 “혁신도시가 지역 발전의 실질적인 변화를 이끌 수 있도록 정부가 보다 적극적으로 나서야 한다”고 강조했다.

한편 전국혁신도시(지구)협의회는 그동안 혁신도시특별법 개정안 반대, 혁신도시 정주 여건 개선 국비 지원 등의 정부 건의 활동을 펼쳐왔다. 

특히 혁신도시 산·학·연 클러스터 규제 완화 건의가 받아들여져 지난해 8월 국토교통부의 ‘혁신도시 산학연 클러스터 관리 매뉴얼’ 개정을 이끌어냈다.
