이어 “시행 2년 차인 2024년 전국 고향사랑기부 모금액이 증가해 긍정적인 성과를 거두었지만, 증평군의 모금액은 오히려 감소했다”고 지적했다.

또한 “증평군에서 현재 추진하고 있는 기부 활성화 사업은 지역 간 과열된 경쟁 상황에서 효과적으로 대응하지 못하고 있다”며 “보다 전략적이고 다각적인 접근이 필요하다”고 강조했다. 

홍 의원은 제도 활성화를 위한 실질적 방안으로 정확하고 적극적인 홍보 전략 수립, 기부자가 지방자치단체의 특정 사업에 기부할 수 있는 ‘지정기부’의 활용, 지역 특색을 살린 경쟁력 있는 답례품 개발 등을 제안했다.
