 이를 해결하기 위한 방안으로 장 의원은 ‘자녀 1명당 월 100만 원 지원 제도’ 도입과 ‘일과 육아를 병행할 수 있는 제도 및 근무 환경 조성’을 제안했다.

 그는 “현행 출산·육아 지원금이 소액으로 분산돼 실질적인 효과를 체감하기 어렵다.”고 전하며, “과감한 재정 투입을 통해 부모들의 경제적 부담을 줄이고 육아에 집중할 수 있는 환경을 조성해야 한다.”고 주장했다. 

 또한, “육아휴직 의무화, 유연근무제 확대, 직장 내 보육시설 설치 의무화 등의 실질적인 대책을 통해 부모들의 경력 단절 우려를 해소해야 한다.”고 덧붙였다.

 장 의원은 “초저출산 시대에서 출산과 육아는 더 이상 개인의 문제가 아니라, 사회 전체가 함께 해결해야 할 과제.”라며, “국가 존폐와 직결된 문제인 만큼 정부와 지자체, 기업, 지역사회가 적극적으로 나서야 한다.”고 강조했다.
