【충북 브레이크뉴스】임창용 기자=증평군의회 최명호 의원은 가족돌봄으로 인해 생계를 책임지고 청소년과 청년은 과도한 돌봄 부담으로 교육과 사회 참여의 기회를 박탈당하고 있다며 지역사회에서 이들을 발굴 지원해야한다고 강조했다.

최 의원은 11일 오전 10시 개회된 제205회 임시회 제1차 본회의 5분 자유발언을 통해서 '가족돌봄 청소년 및 청년'이란 어린나이에 장애, 만성질환, 건강 문제 등으로 돌봄이 필요한 가족을 돌보고 있거나 생계를 책임지고 있는 청소년과 청년이라며, 정부의 '2022년 가족돌봄청년 실태조사'에 따르면, 가족돌봄청년의 주당 평균 돌봄 시간은 21.6시간, 평균 돌봄 기간은 46.1개월로 많은 시간을 할애하고 있으며, 이들의 삶에 대한 불만족도는 일반청년 대비 2배 이상, 우울감은 7배 이상 높은 것으로 나타났다고 소개했다. 

그는, 청소년 및 청년 시기는 교육과 사회 참여를 통해 사회에서 필요한 숙련 기술과 역량을 쌓고, 독립적인 주체로 성장해가는 시기임을 강조했다. 

최 의원은 "정부는 2023년부터 돌봄이 필요한 청·중장년과 가족돌봄청년을 대상으로 통합서비스를 제공하는 일상돌봄 서비스 사업을 시행하고 있고, 충북도 등 4개 광역시도에서는  2024년 8월부터 청년미래센터를 지정‧운영하여 가족돌봄청소년 전담 지원 시범사업도 진행하고 있으며, 증평군은 2024년 10월부터 일상돌봄서비스 대상자를 모집하고 있으나 2025년 2월 기준 3명이 신청했으며, 청년이나 청소년 신청자는 없는 상태"라고 밝혔다.

따라서 '가족돌봄 청소년 및 청년 지원대상'을 적극적으로 확대·발굴할 것과 이들이 실질적인 지원과 연결될 수 있도록 많은 노력을 해야 할 때라고 강조했다.
