 올해로 4회째를 맞이하는 이번 겨울리그는 전국에서 모인 초등학교 배구선수들로 구성된 16개 팀에서 300여 명의 선수단이 참가하며, 참가한 팀은 풀리그 방식으로 경기를 진행하며 순위를 가리지 않는 스토브리그 형태의 친선경기로 진행한다.

 해당 경기는 정규시즌 돌입 전 선수들의 기량을 끌어올리고 팀의 조직력을 올리기 위해 합숙훈련을 실시하는 전지훈련의 성격도 포함하고 있어 대회 기간 참가하는 모든 팀은 제천에 체류하며 지역경제 활성화에도 이바지할 것으로 보인다.

 김창규 제천시장은 “체육대회를 개최하기 쉽지 않은 동절기에 개최된 이번 배구대회가 얼어붙은 지역경제를 활성화하고 전지훈련 최적지를 홍보하여 일석이조의 시너지 효과를 내는 좋은 기회가 될 것”이라고 말했다.
