그는 충북의 미래를 위해 일부 지역만 발전하는 구조를 재조정해야 할 때라며, 충북 전역이 유기적으로 연결되고 균형 있게 발전할 수 있는 전략적 전환 필요성을 강조했다.

김 의원은, "청주는 충북 면적의 약 13%에 불과하지만,  도내 지역내 총생산의 51% 이상을 생산하며, 주요 행정기관과 산업, 교육, 의료 인프라가 대부분 집중되어 있다"며, "이러한 집중화는 충북 발전을 이루는 데 중요한 역할을 했지만, 동시에 불균형적인 구조를 만들어냈다"고 지적했다. 

그 결과, 청주와 충주의 1인당 지역내총생산에서 현격한 차이를 나타내고 있다. 충북의 평균은 46,123천원이고, 청주는 약 45,078천원이다. 이러한 구조는 충주를 비롯한 북부 지역 주민들에게 행정적·사회적 서비스의 소외감을 느끼게 하며, 충북 전체의 지속 가능한 성장을 저해하는 요인으로 작용하고 있다는 점이다.
