옥천군 이원면은 사질양토로 배수가 좋아 묘목이 자라기 좋은 조건이며, 분지 지형에서 추위와 더위를 모두 겪은 옥천 묘목은 사계절 모든 기후에 고루 강하고 잘 자란다. 

이에 옥천은 국내 묘목 유통의 70%를 점유하는 묘목의 고장으로 발전했고, 2005년에는 국내 최초로 묘목산업특구로 지정됐다. 또한 옥천묘목축제는 국내에서 가장 큰 묘목산업 축제로 많은 사람들의 관심을 받고 있다.

이번 축제는 야구장을 주 행사장으로 하고 부스도 주 행사장에 집중해 관람객의 동선을 최소화하고, 묘목 관련 행사도 확대할 계획이다.
