  이번 특강은 인구 문제에 대한 종합적 접근을 통해 인구 구조의 변화를 이해하고 이에 대한 대응 방안을 모색하기 위해 마련됐다.  강의는 고려대학교 일반대학원 사회복지학과 김근태 교수의 ‘저출산‧고령화에 따른 지방소멸 위기에 대응한 지방정부의 역할’이라는 주제로 진행되었으며, 청주시 인구 현황과 전망, 저출산‧고령화의 원인, 지방소멸 현황과 대응 전략에 대해 설명하고 향후 인구정책 방향 등이 제시됐다.

  유광욱 위원장은 “이번 특강을 통해 청주시 인구구조 변화를 명확히 인식할 수 있었다.”며, “앞으로 지방소멸 위기를 극복하고 지역에 새로운 활력을 도모하기 위해 결혼과 출산, 양육 환경을 뒷받침하여 출산율을 높일 수 있는 청주시에 맞는 지속가능한 인구 정책 발굴을 위해 힘쓰겠다.”라고 말했다.
