【충북 브레이크뉴스】임창용 기자=충북경찰청은 6일 충주의료원 소회의실에서 충북경찰청 최종상 생활안전부장, 이광숙 충북자치경찰위원장, 윤창규 충주의료원장이 참석한 가운데 시민의 안전을 위협하거나 사회불안 요인이 될 수 있는 주취자를 안전하게 보호할 수 있는 응급대응체계를 구축하기 위해 충북경찰청과 자치경찰위원회, 충주의료원 간 충북 북부권 주취자응급의료센터개설 업무협약을 체결하였다.

이번 협약식 행사는 연평균 2만 4천여건(충북청)을 차지하는 주취자․보호조치 관련 112신고를 처리하면서 보다 효과적으로 대응하기 위한 방안의 일환으로 추진되었다.

그동안 지구대․파출소 내에 술에 만취하여 의사소통이 안되고, 의식불명인 주취자를 전문의사 진료 없이 경찰관이 보호할 경우 안전사고가 발생할 위험성이 매우 컸다. 만취한 주취자를 보호자에게 인계하기까지 과도한 경찰 인력과 시간이 소요되어 다른 치안수요에 대한 대응 역량이 저하되는 문제점이 있어 주취자 관련 업무처리 시스템을 개선해야 한다는 현장 경찰관들의 요구가 많았다.

이러한 일선 현장의 문제점을 해결하는 한편 상습 주취자를 보호·치료·상담하여 건강한 사회인으로 복귀하도록 돕고자 충북경찰청은  충북자치경찰위원회, 충주의료원과 함께 뜻을 모아 충북 북부권「주취자 응급의료센터」를 개설하였다.

충북 북부권 ‘주취자 응급의료센터’는 전담 경찰관(2명)이 2조 2교대로 상시 야간 근무를 하며, 충주의료원 응급실 내에 전용 병상 2개가 마련되어 있어서 의료진을 통해 진료서비스를 받을 수 있다.

이번 업무협약에 따라 충북경찰청에서는 주취자 응급의료센터 내 경찰관을 배치하여 주취자 보호 및 응급실 내 의료인에 대한 안전을 확보하고, 충청북도자치경찰위원회에서는 경찰관 및 의료인들의 애로사항을 청취하고 업무협약 이행에 필요한 사항에 대한 협약기관 간 협의·조정을 위해 노력하고, 충주의료원에서는 주취자 치료를 위한 시설 확보와 필요한 응급의료를 적극 제공한다.

최종상 충북경찰청 생활안전부장은 “오늘 행사에 참여한 유관기관 간 긴밀한 협력을 통해 인사불성(人事不省)인 만취자를 안전하고 체계적으로 관리함으로써 도민의 체감 안전도를 높이고, 의사소통이 어려운 주취자 처리에 소요되는 경찰력을 지역 순찰활동에 집중할 수 있는 일석이조의 효과가 기대된다”고 말했다.
