【충북 브레이크뉴스】김봉수 기자=돌봄통합 지원법이 2026년 3월부터 본격 시행될 예정인 가운데 충북 진천군이 지난 7년간 추진해 온 통합돌봄 시범사업의 성과를 공유하고 향후 정책 비전을 제시하는 자리를 마련했다.

  11일 생거진천종합사회복지관에서 열린 ‘2025 지역사회 통합돌봄 성과공유대회, 정책포럼’에는 진천군 통합돌봄 관계자뿐 아니라 타 지자체 담당자, 서비스 제공기관 등 200여 명이 참석했다.

  1부 성과공유대회에서는 보건복지부 지역복지사업 평가, 우수사례 공모전 수상에 따른 기관과 유공자 15명에 대한 표창(도지사 2명, 군수 10명, 군의장 3명)이 수여됐다. 

  이어진 성과보고에서는 군이 지난 7년간 구축한 주요 성과가 소개됐다. 

  지역 거점병원과의 협력 기반 마련, 의료·보건·복지 전달체계 통합, ‘우리동네 돌봄스테이션’ 운영 확대, 찾아가는 보건·의료 서비스 강화 등 지역 특성에 맞춘 통합돌봄 모델이 제시됐다.

  2부 정책포럼에서는 이용재 호서대학교 교수의 ‘7년간 진천군 통합돌봄 성과와 향후 과제’ 발제를 시작으로 전문가 토론이 진행됐다.

  전문가들은 진천군이 시범사업 초기부터 민관 협력 체계를 안정적으로 구축해 온 점을 높게 평가하면서 ‘진천군의 경험은 2026년 본사업 전환 이후 지역 맞춤형 통합돌봄 모델 확산의 중요한 기반이 될 것’이라고 강조했다. 

  또한 진천군이 제시하는 정책 방향과 운영 노하우가 전국 지방정부의 통합돌봄 체계 정착에 실질적인 참고 모델이 될 것이라고 평가했다.

  강선미 군 주민복지과장은 “진천군은 지난 7년간 의료·보건·복지 전 영역을 아우르는 통합돌봄 시범사업을 성공적으로 추진하며 전국적인 모델로 자리 잡았다”며 “2026년부터 통합돌봄이 전국으로 확산하는 만큼, 지금까지 진천이 쌓아 온 경험을 바탕으로 통합돌봄 정책이 성공적으로 정착될 수 있도록 선도 지자체로서 책임을 다하겠다”고 밝혔다.

  한편 군은 2019년 지역사회 통합돌봄 선도사업을 시작한 이후 보건복지부 평가에서 대상 1회, 최우수상 2회, 우수상 2회 등 매해 우수한 성과를 거두고 있다.

  특히 올해 APEC 보건실무회의에서 우수 사례로 공식 소개되는 등 통합돌봄 분야 전국 최우수 지자체로서 위상을 공고히 하고 있다.

Jincheon County Holds '25 Integrated Care Performance Sharing Conference and Policy Forum

With the Integrated Care Support Act scheduled to take effect in March 2026, Jincheon County, North Chungcheong Province, held a forum to share the achievements of its integrated care pilot project, which it has been pursuing for the past seven years, and to present its future policy vision.

The '2025 Community Integrated Care Performance Sharing Conference and Policy Forum,' held on the 11th at the Saenggeo Jincheon Community Welfare Center, was attended by approximately 200 participants, including Jincheon County integrated care officials, officials from other local governments, and service providers.

In the first part of the Performance Sharing Conference, awards were presented to 15 organizations and individuals (two provincial governors, ten county heads, and three county council members) for their contributions to the Ministry of Health and Welfare's local welfare project evaluation and best practice contest.

The following performance report presented the county's key achievements over the past seven years.

An integrated care model tailored to regional characteristics was presented, including establishing a foundation for collaboration with regional hub hospitals, integrating medical, health, and welfare delivery systems, expanding the operation of "Our Neighborhood Care Stations," and strengthening on-site health and medical services.

The second part of the policy forum began with a presentation by Professor Lee Yong-jae of Hoseo University titled "Jincheon County's Integrated Care Achievements and Future Challenges Over the Past Seven Years," followed by an expert discussion.

Experts praised Jincheon County for establishing a stable public-private partnership system from the outset of the pilot project and emphasized that "Jincheon County's experience will serve as a crucial foundation for expanding regionally tailored integrated care models after the transition to the main project in 2026."

They also assessed that the policy direction and operational expertise presented by Jincheon County will serve as a practical reference model for establishing integrated care systems in local governments nationwide.

Kang Seon-mi, head of the Jincheon County Community Welfare Division, stated, "For the past seven years, Jincheon County has successfully implemented an integrated care pilot project encompassing all areas of medical, health, and welfare, establishing itself as a national model." She added, "With integrated care set to expand nationwide starting in 2026, Jincheon County will leverage its accumulated experience to ensure the successful establishment of this integrated care policy, fulfilling its responsibility as a leading local government."

Meanwhile, since launching the community integrated care pilot project in 2019, the county has achieved outstanding results annually in the Ministry of Health and Welfare evaluation, including one grand prize, two top awards, and two excellence awards.

In particular, the county has solidified its status as a leading local government in the integrated care sector, having been officially recognized as a best practice at this year's APEC Health Working Group Meeting.
