【충북 브레이크뉴스】김봉수 기자=음성군 대소면이 지난 11월 28일 기준 내국인 인구가 2만2명을 기록, 읍 승격 기준 인구인 2만 명을 돌파했다고 밝혔다. 

이번 인구 2만 명 돌파는 대소면 역사상 매우 뜻깊은 사건으로, 음성읍과 금왕읍에 이어 군내 세 번째 ‘읍’ 탄생을 앞두게 됐다.

면은 지난해 7월부터 성본산단 내 공동주택 입주를 시작으로 내국인 인구가 가파르게 상승했으며, 올해 7월 31일 1만9000명을 넘어선 지 불과 4개월 만에 인구 2만 명을 달성했다. 

앞서 대소면은 인구 유입 및 신속한 읍 승격 추진을 위해 지난 3월 읍 승격 자체 추진계획을 수립해 △유동 인구의 지역 안정적인 정착 분위기 조성 △읍 승격 염원 전입 축하 이벤트 및 시책 홍보 △읍 승격 기원 면 자체 행사 추진 등 체계적인 읍 승격 준비를 이어왔다.

특히 지난 8월 지역 주요 인사와 주민 대표 등 128명으로 구성된 ‘대소읍 승격 추진위원회’를 발족해, 읍 승격을 열망하는 지역 사회의 뜻을 하나로 결집했다.

현행 ‘지방자치법’과 ‘행정구역 조정업무 처리에 관한 규칙’에 따르면 ‘면’이 ‘읍’으로 승격하기 위해서는 △인구 2만 명 이상 △시가지 구성 인구 비율 전체 인구의 40% 이상 △도시적 산업 종사 가구 비율이 전체 가구의 40% 이상의 세 요건을 모두 갖춰야 한다. 

군은 대소면이 지방자치법에 따른 읍 승격 요건을 충족함에 따라, 행정절차에 속도를 낼 방침이다.

향후 추진 절차는 △음성군의회 의견 수렴 후 실태조사 및 건의서 작성 △충청북도에 검토를 거쳐 행정안전부 검토 및 승인 △읍 승격 관련 조례 재·제정 순으로 진행될 예정이다. 

군은 관련 절차를 차질 없이 진행해 내년 상반기 중 읍 승격이 가능할 것으로 전망하고 있다.

조병옥 음성군수는 “대소면의 인구 2만 돌파와 읍 승격 요건 충족은 대소면민 뿐만 아니라 군 전체의 경사”라며 “대소면이 명실상부한 음성군의 거점도시로 도약할 수 있도록 읍 승격 준비에 최선을 다하겠다”고 말했다.

박종희 대소면장은 “면민들께서 모두 함께 적극 힘써 주신 덕분에 우리 대소면이 인구 2만 명을 돌파하며 읍 승격을 앞두게 됐다”며 “군과 긴밀히 협력해 앞으로 남은 절차가 신속히 이행되도록 온 힘을 다하겠다”고 말했다.

한편, 대소읍 승격추진위원회에서는 면 인구 2만 명 돌파 축하 기념으로 2만 번째 전입자 등 총 3명에게 행운의 황금 열쇠를 증정할 예정이며, 그 외에도 20명을 선정, 대소면 특수미 작목회에서 기증한 쌀 10kg를 각각 증정하는 등 축하 분위기를 조성할 계획이다.

To facilitate population inflow and accelerate its promotion to a township, Daeso-myeon established its own township promotion plan in March. This plan includes systematic preparations for township promotion, including: fostering a stable environment for the floating population to settle in; promoting events and policies to celebrate the move to township promotion; and hosting a township-specific event to celebrate the township's promotion.

Notably, in August, the township launched the "Daeso-eup Promotion Committee," comprised of 128 members including key local figures and resident representatives, to unite the community's aspirations for township promotion.

According to the current Local Autonomy Act and the Rules on Administrative District Adjustment, for a township to be promoted to an eup, it must meet all three requirements: a population of at least 20,000, a population comprised of at least 40% of the total population in urban areas, and a household population engaged in urban industries of at least 40% of the total.

With Daeso-myeon meeting the requirements for eup promotion under the Local Autonomy Act, the county plans to expedite the administrative process.

Future procedures will include: 1) gathering input from the Eumseong County Council, conducting a fact-finding survey and drafting a proposal; 2) submitting it to North Chungcheong Province for review and approval by the Ministry of the Interior and Safety; and 3) re-enacting ordinances related to eup promotion.

The county expects that the relevant procedures will proceed smoothly, enabling the township promotion to take place in the first half of next year.

Eumseong County Mayor Cho Byeong-ok stated, "Daeso-myeon's population surpassing 20,000 and meeting the eup promotion requirements is a celebration not only for the residents of Daeso-myeon, but also for the entire county. We will do our best to prepare for eup promotion so that Daeso-myeon can truly become a hub city for Eumseong County."
