 박승찬(사진) 청주시의원(비례대표, 보건환경위원회)이 대표 발의한 「청주시 금융복지 지원에 관한 조례」가 30일 청주시의회 제95회 제1차 정례회 본회의에서 통과되면서, 제도와 시민 삶의 간극을 메우는 방안을 제시했다.

 박 의원에 따르면 금융복지 사각지대에 놓인 시민들이 점점 증가하고, 청주시 차원의 구조적 대응이 필요하다는 판단에 따라 통합적 금융복지 서비스 제공의 법적 근거를 조례에 담았다. 

 조례의 주요 내용은 ▲다중채무자 및 금융소외계층을 위한 상담, 교육, 채무조정 등 통합 서비스 제공, ▲금융·복지·일자리 지원기관과의 민관 협력 체계 구축, ▲사업 위탁과 예산지원의 법적 근거 마련, ▲금융·신용회복·지역복지 자원과 연계한 지원 체계 구축 등이다. 

 박 의원은 “이 조례의 본회의 통과로 청주시는 채무로 인해 고립되고 제도를 활용하지 못했던 시민들과 금융제도 사이에 ‘상담사’를 연결고리로 둔 실질적 채무 대응 체계를 갖추게 됐다”며, “채무 고립과 제도 사각지대로부터 정보 격차를 해소하고, 향후 복지나 일자리 등 재도약의 기반을 만드는 청주형 복지시스템의 마중물이 되길 바란다”고 강조했다.

The “Cheongju City Financial Welfare Support Ordinance” proposed by Cheongju City Council Member Park Seung-chan (pictured) (proportional representation, Health and Environment Committee) was passed at the 95th 1st regular session of the Cheongju City Council on the 30th, suggesting a plan to bridge the gap between the system and citizens’ lives.
