대청댐과 저수지 운영개선 통한 미호강의 수량 확보 시범사업 추진

【충북 브레이크뉴스】임창용 기자=충북도는 13일 오전 환경부 등 8개 관계기관과 환경부 회의실에서 ‘미호강 통합물관리를 위한 상생협약’을 체결했다고 밝혔다.

 

 이번 협약은 미호강 물환경 개선의 필요성을 함께 인식하고 미호강 인근의 댐 및 저수지 용수를 활용하여 하천 수량 확보는 물론 수질 및 수생태계까지 고려하는 통합물관리 차원에서 상호 협력하기 위해 마련됐다. 

 

 충북도는 민선8기 도지사 공약사업으로 추진하고 있는 「미호강 맑은물 사업」의 일환으로 미호강의 수질개선과 수량 확보를 위한 대안으로 대청댐에서 환경개선용수를 추가 공급하는 방안을 환경부와 한국수자원공사 등에 지속 건의해 왔다.

 

 이번 협약으로 환경부는 통합물관리 차원에서 하천 수질관리를 수량관리까지 확대하기 위한 미호강 인근 댐․저수지 운영 합리화 시범사업을 추진하고 그 결과를 토대로 연구용역을 추진하여 향후 지속적으로 하천 수량을 확보할 수 있는 방안도 모색할 예정이다.

 

 이번에 추진되는 시범사업은 2023년 3월 16일부터 본격적인 관개기가 시작되기 전인 4월 15일까지 한 달간만 실시되며, 대청댐과 농업용 저수지인 백곡저수지, 맹동저수지, 광혜저수지, 한계저수지, 삼기저수지 5개소의 운영개선을 통해 하루 23만 2천톤의 용수를 미호강 수질개선에 활용하는 것이다.

 

 다만, 시범사업은 생활․공업․농업용수 공급에 지장이 없는 범위 내 진행되며, 용수공급에 지장이 있다고 판단되는 경우 즉각 중단할 예정이다.

 

 김영환 충북도지사는 “하천의 수질은 수량과도 밀접한 연관이 있는데 이렇게 하천 수량을 활용한 수질개선 사례는 흔치 않다”면서 “이번 미호강 통합물관리 상생협약 체결을 통해 앞으로 미호강의 수질개선은 물론 물환경 전반이 크게 개선될 것으로 기대한다”라고 밝혔다.
