2011년 이후 의회 차원의 연수계획 수립으로 첫 시행되는 국외연수로 군의원 7명, 의회사무과 6명 및 집행부 관련 공무원 2명이 참여하며 1인당 200만원의 연수경비 중 40여만원의 자부담으로 충분한 시간과 예산 확보를 시도하여 연수 운영의 내실에 중점을 두었다.

연수 주요일정으로 1일차 다케오시 도서관의 공공복합문화시설 민간위탁 운영실태 견학, 2일차 아소시 DMO(지역관광추진조직)를 통한 인구소멸대응 추진현황 조사, 3일차 야츠시로시 고향납세제도 운영실태 브리핑 및 답례품 생산사업자․지역농가 현지방문, 4일차 농업공원컨트리파크 및 큐슈보이스 도농교류 활성화와 로컬푸드 우수사례 탐색, 5일차 전통시장 활성화 모색 야나기바시연합시장 방문을 마지막으로 우수사례 벤치마킹을 진행할 계획이다.

박한범 의장은 “12년만에 재개하는 의회 국외연수의 관광일정을 모두 없애고 의정역량 강화를 위한 관련 일정으로 기획 하였다”면서, “군정 최대 현안인 고향사랑기부제도 운용 및 인구소멸대응 해법 모색과 접목 가능한 의정정책 발굴에 심혈을 기울여 연수결과가 군민에게 실질적인 혜택이 돌아갈 수 있도록 열심히 보고 배워 오겠다”고 밝혔다.
