청주시, 올해 전방위 녹지・산림 분야 적극 확충
1400여억 원 투입, 2022년을 숲・사람 동행 원년으로 조성

【브레이크뉴스 충북】임창용 기자=청주시는 올해 장기 미집행 도시공원 및 녹지 조성사업에 더욱 박차를 가하고, 녹지·산림 등 탄소흡수원을 적극 확충한다. 또 머물고 싶은 공원과 숲을 조성해 2022년을 도시 생태계의 건강성과 시민의 삶의 질이 한 단계 도약하는 원년으로 삼고자 한다.

 

장기미집행 도시공원 ·녹지 조성사업 탄력

 

청주시는 지난해 도시공원 일몰제 시행에 대비, 17개 공원의 자체조성을 추진하고, 8개 도시공원의 민간개발을 꾀해 청주도심 내 344만 3078㎡에 달하는 공원ㆍ녹지를 확보할 수 있게 되었다.

 

그중 민간개발로 조성되는 약 177만㎡ 면적의 8개 공원은 사업이 완료되면 전체 면적의 약 72%인 128만㎡가 영구히 보전된다. 민간자본을 투입해 추진해 시의 살림살이도 보상비 3200억 원, 공사비 1240억 원 등 총 4440억 원을 절약할 수 있게 되었다.

이러한 과정을 거쳐 지난해 5월 개장한 새적굴과 잠두봉공원(총 21만㎡)은 코로나에 지친 시민들에게 큰 호응을 얻고 있다. 이 두 공원은 수도권 이남 최초 민간개발공원으로 여전히 여러 지자체의 벤치마킹이 이어지고 있다.

선제적이고 과감한 장기미집행 공원 조성으로 청주시민 1인당 공원면적은 법적 기준을 충족하고 세계보건기구(WHO)에서 권고하는 공원면적 기준(2인당 9㎡)을 훨씬 상회하는 1인당 9.6㎡의 면적을 확보할 수 있을 것으로 예상된다.

 

중앙역사공원 조성사업 순조

청주시는 1500년 고도 역사·문화 도시의 정체성을 확보하고 시민들의 문화·휴식공간 확충을 위해 중앙역사공원 조성사업을 추진하고 있다. 

 

중앙공원은 읍성 내 관아(官牙)와 병영(兵營)이 한곳에 모여 있는 유일한 장소라는 상징성이 있으며, 역사공원 조성 시 과거와 현재, 미래를 이어갈 수 있는 점에서 유산가치가 있다고 평가되고 있다.

 

시는 이러한 역사성을 기반으로 사업비 783억 원을 투입, 4만 1245㎡의 공원을 조성해 청주의 센트럴파크로 조성한다는 구상이다. 또한 현 청주우체국 건물을 우정박물관으로 조성하는 방안도 우정사업본부와 협의 중이다. 

 

2019년부터 추진된 이 사업은 행정안전부 타당성 조사 등을 거쳐 지난해  9월 공원조성계획 변경 및 실시설계 용역에 착수했으며, 오는 5월까지 실시 계획인가를 완료해 보상을 시작할 예정이다. 

 

이어 2023년에는 건축물(지장물) 철거 및 문화재 발굴조사 등을 추진하고, 現 중앙공원부지부터 영역별로 공사를 착공, 신청사 완공 후 제2청사 이전·철거를 마무리 짓고 2026년 공사를 완료한다는 구상이다.

기후변화에 대응하는 녹지·산림 적극 확충

 

청주시는 정부의 그린 뉴딜 정책에 발맞춰 녹지·산림 등 탄소흡수원을 적극 확충하고 체계적으로 관리해 기후변화에 대응하는 회복력 있는 도시를 조성하기 위해 노력하고 있다.

 

2021년 시는 지난해 56억 원을 투입, 생활 밀착형 녹지 조성에 힘썼다. 도시 주변 미세먼지 유입을 막기 위해 오송2생명과학단지 일원 충북선 철도변을 따라 미세먼지 차단 숲을 조성했고, 청주국제공항과 한국교원대학교 도서관에 실내정원을 조성했다. 

 

취약계층에 대한 배려도 빼놓지 않았다. 장애인, 노약자 등이 차별 없이 숲을 이용할 수 있도록 초정노인요양원에 나눔숲을, 인근주민들의 산책로인 충북대학교 내 임야에 무장애 나눔 길을 조성했다.

 2022년 올해도 기후 변화에 적극 대응하기 위한 녹지공간 확충에 매진한다. 오창과학산업단지 일원에 산업단지 미세먼지 차단 숲을, 상당구 청사와 충북대학교병원에 실내정원을 조성하며, 녹십자 등 12개소 산업체와 공공시설에 IoT기술을 적용한 소규모 모듈형 실내정원인 스마트 가든을 조성한다.

 

또한, 흥덕구 가경초등학교·진흥초등학교 일원 통학로에 어린이들이 안전하게 다닐 수 있도록 자녀안심 그린 숲을, 내덕2동 행정복지센터 옥상에 생물서식처 소생태계 공간을 조성하며, 시내중심로 녹지축 2개소, 녹색쌈지숲 1개소, 도심 자투리땅 녹화사업 10개소, 교통섬 그늘목 쉼터 10개소, 주민동네쉼터 12개소를 조성할 예정이다.

시는 지난해 24억 원을 투입, 가경동 서현근린공원 등 4개 도시공원 재정비사업을 완료했다. 올해도 30억 원을 확보해 그린빗물공원 조성사업(장대들 어린이공원), 근린공원 재정비사업(비전공원), 어린이공원 재정비사업(3개소)을 추진한다.
