【브레이크뉴스 충북】임창용 기자=충청북도는 올해부터 2026년까지 5년간 추진될 4단계 지역균형발전사업을 본격 추진한다. 

  4단계 지역균형발전사업은 3단계(2017~2021) 3,257억원 대비 550억원(17%)이 증액된 3,806억원(도 1,905, 시군 1,901)으로 대폭 확대되었으며, 지원대상은 불균형 실태조사 결과 도내 저발전지역으로 선정된 7개 시군(제천, 보은, 옥천, 영동, 증평, 괴산, 단양)이다. 

  주요사업은 전략사업, 미래신성장동력사업, 기반조성사업, 행복마을사업으로 지역경제 활성화, 소득증대, 인구감소 대응, 신성장동력산업 육성, 삶의 질 향상을 위한 사회기반시설 구축 등에 중점을 두고 있다. 

  전략사업과 미래신성장동력사업은 지역균형발전을 획기적으로 견인할 중장기 핵심사업으로 5개년 계획으로 추진하고 기반조성사업과 행복마을사업은 소규모 사업으로 1년 단위로 추진할 방침이다. 

  특히, 4단계부터는 급변하는 산업환경에 대비하고, 지속가능한 미래먹거리를 확보하고자 미래신성장동력사업을 신규로 추진하여 시군의 신산업 분야를 집중 육성할 계획이다.  

  도는 지난해 2월, 4단계 지역균형발전사업 추진방침 수립 이후 시군별 발전방향 등을 고려하여 전략사업(11건)과 미래신성장동력사업(8건)을 발굴했다. 

  이후 세차례 전문가 자문을 통해 사업타당성 등에 대한 논의를 거쳐 사업계획을 구체화했으며 관련부서가 참여한 가운데‘사업발굴 추진상황 보고회’를 거쳐 실무의견을 공유하고 사업실행력을 제고하였다. 

  지난 12월 충청북도균형발전위원회를 개최해 각 시군별 지역자원‧특성을 반영하고 급변하는 경제‧사회 구조 변화 등 지역발전 패러다임 변화에 대응가능한 19개 사업을 최종 확정했다. 

앞으로 4단계 1차연도(2022)시행계획을 수립하고 지방투자심사, 실시설계 등 사전 행정절차 이행을 시작으로 사업이 본궤도에 오를 계획이다. 

  이정기 도 균형건설국장은 “충청북도 지역균형발전사업은 단순히 5년짜리 사업이 아닌 지역의 핵심거점을 마련할 수 있는 마중물 사업”이라며, “충청북도 지역균형발전사업을 중심으로 시군의 문화‧관광, 산업육성의 단초를 마련해 각종 공모사업과 국비확보까지 연계하여 충북의 100년 미래먹거리의 기반을 다지게 될 것”이라고 말했다.

  한편, 충청북도 지역균형발전사업은 인구, 산업, 경제 등 주요부문에서 청주권과 비청주권간의 발전격차가 지속됨에 따라 도내 지역 간 균형발전을 촉진하고자 지난 2007년부터 도내 저발전 시군을 대상으로 지역발전 성장동력을 구축을 위해 특별 지원을 해오고 있다.

  Chungcheongbuk-do will carry out the 4th phase balanced regional development project, which will be carried out for 5 years from this year to 2026.
