주요 재원인 중앙정부 이전수입(2조 8,669억 원)과 지방자치단체 이전수입(4,021억 원) 의존도가 90.5%에 달하는 상황에서, 교육청은 유사·중복사업 통폐합, 일회성·행사성 사업 축소, 시설사업 전면 재검토 등을 통해 세출 규모를 조정했다. 또한, 재정 악화에 대응하기 위해 통합재정안정화기금 1,783억 원과 교육시설환경개선기금 571억 원을 활용할 방침이다.

이번 예산안은 ▲전인적 미래인재 육성 ▲모든 학생의 성장 지원 강화 ▲학교안전망 구축 ▲교육복지 확대 및 학부모부담 완화 ▲학교 중심 지원 강화의 5대 방향에 중점을 두고 투자된다.

우선, 전인적 미래인재 육성을 위해 '어디서나 운동장'을 모든 학교로 확대하여 몸활동 프로그램, 학교스포츠클럽 등 82억 원을 지원해 학생들의 기초체력 및 몸 근육 강화를 돕는다.

'언제나 책봄' 사업에 36억 원을 지원하여 책 읽는 학교문화 확산 및 인문고전 독서교육을 활성화한다. 또한 인공지능(AI) 시대에 대비하여 '나도 예술가' 사업에 12억 원을 투자하여 예술교육 기반을 조성하고 확장한다.

다음으로 모든 학생의 성장 지원 강화를 목표로 기초학력 제고를 위한 유아부터 고등학생까지의 맞춤형 실력다짐 프로젝트에 148억 원을 지원한다.

고교 교육력 향상 및 직업계고 운영 등 고등학생 지원에 434억 원을 편성했다.

AI·빅데이터 기반 개별 맞춤형 교육 플랫폼인 '다채움' 운영에 97억 원을 투자하여 학습 편의성을 높이고 기초학력 진단 기능을 강화한다.

또한, 어려운 재정 여건에도 불구하고 학교 중심 지원을 강화하기 위해 공·사립 학교운영비 3,971억 원을 지원하여 학교회계의 자율성과 안정성을 유지한다.
