【충북 브레이크뉴스】임창용 기자=충북도의회 교육위원회는 5일에 이어 6일 충청북도교육청 본청의 주요 정책 및 사업에 대한 2일차 행정사무감사를 진행했다. 

교육위는 행정사무감사 요구자료를 토대로 도교육청 사업 실태에 대한 집중 질의를 이어갔다. 

박진희 의원(비례)은 “단재고가 2026학년도 신입생 입학전형 서류접수 마감 하루 전날, 모집 기간과 제출 서류 등을 변경한 것은 입학전형의 공정성과 신뢰성을 저하시킬 수 있으며, 개인정보 처리 과정의 절차 위반 여부에 대한 철저한 감사가 필요하다”고 지적했다.

박봉순 의원(청주10)은 “학교 현장에서 반복적으로 발생하는 안전사고에 대한 근본적 예방 대책이 미흡하다”며 “사고 발생 시 학생 심리치료 지원과 보상 절차 안내를 강화하고 사고 데이터를 기반으로 한 안전지표 구축과 성과평가제 도입을 통해 안전사고 감축을 위한 실질적 노력이 필요하다”고 주문했다.

박병천 의원(증평)은 “교사 장기재직휴가 제도가 현장의 요구를 충족하지 못하고 있다”며 “대체인력 확보와 재정부담 완화, 학사일정 조정 등을 포함한 세심한 제도 마련이 필요하다”고 지적했다.

김정일 의원(청주3)은 “다문화학생 중 특수교육대상자 현황 파악이 미흡하고, 특수교육실무사·자원봉사자 배치에 따른 교육 효율성 차이 분석과 다문화학생의 특수교육 접근성 제고 방안이 필요하다”고 지적했다. 김 의원은 향후 법 개정에 따른 특수학급 학생 수 기준 완화, 장애정도·유형을 고려한 학생 배치 및 순회교사 확대 등 맞춤형 통합지원 체계 구축을 요구했다.

김성대 의원(청주8)은 “일부 학교에서 학생 간 신고를 요하는 학생 상벌점제를 운영하는 것은 학생 간 신뢰를 저해하는 비교육적 제도”라며 “충북교육청이 컨트롤타워로서 학교 지도·점검 체계를 마련하고 교사들이 사안 발생 이전에 능동적으로 관찰·파악하는 지도 시스템을 구축하는 것이 필요하다”고 말했다.

유상용 의원(비례)은 “충주 향산폐교 대부자가 계약서상 허용된 목적을 벗어난 용도로 시설을 사용하고 있음에도, 제대로 제재하지 않는 것은 문제”라고 지적하며 관련 규정의 이행을 당부했다. 

이정범 위원장(충주2)은 “행정사무감사를 통해 드러난 교육 현장의 문제들을 면밀히 점검해 실효성 있는 대책을 마련하라”고 충북교육청에 당부했다.

한편 교육위원회는 7일, 10일에는 교육지원청, 11일에는 직속기관에 대한 행정사무감사를 실시할 계획이다.

Rep. Kim Jeong-il (Cheongju 3) pointed out, "There is an insufficient understanding of the status of special education students among multicultural students. We need to analyze differences in educational efficiency due to the placement of special education practitioners and volunteers, and improve access to special education for multicultural students." Rep. Kim called for the establishment of a customized, integrated support system, including easing the standards for the number of students in special education classes, assigning students based on the degree and type of their disabilities, and expanding the number of itinerant teachers.

Councilmember Kim Seong-dae (Cheongju 8) stated, "The student reward and punishment system that requires student reporting in some schools is an anti-educational system that undermines trust among students." He added, "The Chungbuk Office of Education needs to establish a school guidance and inspection system as a control tower, and a guidance system that allows teachers to proactively observe and identify issues before they arise."

Councilmember Yoo Sang-yong (Proportional Representative) pointed out, "It is problematic that the lessee of the closed Hyangsan School in Chungju is using the facilities for purposes other than those permitted in the contract, yet there are no proper sanctions imposed," and urged the Chungbuk Office of Education to implement relevant regulations.

Chairman Lee Jeong-beom (Chungju 2) urged the Chungbuk Office of Education to "thoroughly examine the problems in education revealed through administrative audits and develop effective measures."
