【충북 브레이크뉴스】임창용 기자=옥천군은 이달 3일까지 5개 사업지구별 제1차 주민위원회를 개최하고, 380억 원 규모의 농촌협약 사업을 본격 추진한다고 밝혔다.

농촌협약은 살고, 일하고, 쉬고 싶은 농촌 공간 조성을 위해 생활권 단위로 전략계획과 활성화 계획을 수립해 중앙정부와 함께 공동으로 투자하고, 성과를 공유하기 위해 체결한다.

군이 이번 협약에서 중점 투자하는 5개 사업지구는 옥천읍 농촌중심지활성화사업, 동이·청산·이원·군서면 기초생활거점 조성사업이다.

사업지구별 주민위원회는 농촌협약 세부 실행 사업을 위한 주민 의견수렴 및 협의 조직으로 상향식 사업추진을 위한 가장 기초적인 주민위원회로서 역할을 하게 된다. 각 읍·면장을 당연직으로 하며 최종 위촉된 주민위원회 위원은 108명이다.

군은 지난 4월 세종컨벤션센터에서 농식품부와 농촌협약식을 개최한 이후 각 읍·면 설명회, 읍·면장 연석회의 및 행정협의, 주민위원회 홍보 및 모집, 사전교육 등을 추진체계로 착실하게 정비해 왔다. 또한, 기본계획 수립을 위해 한국농어촌공사 충북본부와 협력해 전문 연구용역 수행업체를 선정하고 2028년 사업 완료를 목표로 차질 없이 관련 절차를 이행 중이다. 

특히, 지난 9월 말에는 체계적인 농촌협약 및 농촌지역개발사업 추진을 위해 ‘옥천군 농촌지역개발사업 추진 및 관리․운영에 관한 조례’를 제정해 재정투자 및 시설물 관리 등 제도 정비도 마쳤다. 

해당 조례에 근거해 군은 농촌협약 사무지원조직으로 옥천군 농촌활력지원센터(센터장 송기선)를 지정하고, 마을만들기와 거점개발, 역량강화사업을 총괄해 현장을 지원토록 할 방침이다.

황규철 옥천군수는 “주민들이 생각하는 옥천군 발전과 주민 삶의 질 향상은 주민위원회의 활발한 토론에서 출발하는 것”이라며 “애써주시는 주민위원회 노력이 결실을 보도록 최선을 다하겠다”고 말했다.
