이날 발표한 큰학교 교육활동 지원 종합계획은 작은학교의 자생력과 경쟁력 강화를 위해 지난해 8월에 시행된 작은학교 활성화 종합계획에 이어, 과대․과밀 학교의 교육환경을 개선하고 학교 간 균형 있는 발전을 도모하는 데 중점을 두었다.

과대학교는 초등학교 48학급 이상, 중학교 36학급 이상인 학교를 의미하지만, 도교육청은 교육부 과대학교 기준과 별도로 차별화된 기준(초 37학급 이상(20교), 중 25학급 이상(12교) 총 32교)을 마련해 적정규모 초과 학교의 학생들이 지원을 받을 수 있도록 했다.
