영동군, 농촌인력중개센터 가동...특화된 인력수급 지원체계 구축
농촌사회 일손부족 문제 해결 집중

【충북 브레이크뉴스】임창용 기자=충북 영동군이 농촌인력중개센터를 본격 가동하며 고령화 농촌사회의 일손부족 문제해결과 안정적인 영농환경 조성에 주력하고 있다.

 

 최근 영동군을 포함한 농촌 지역은 농촌인구 감소, 고령화 및 농작업의 계절성에 따른 고질적인 일손부족문제를 겪고 있다.

 

 이에 영동군은 농업분야 특화된 인력수급 지원체계를 구축하여 일손부족문제를 해결하고자 군 직영으로 영동군 농촌인력중개센터를 운영하고 있다.

 

 2019년 11월 시범운영으로 처음 문을 연 센터는 영동읍 부용리 영동군농업인회관 내에 사무실을 두고 있다. 

 

 전문상담원이 상주하며 농업분야에 일손이 필요한 농가와 일자리를 구하는 사람을 센터를 통해 무료로 연결해 주는 역할을 하고 있다.

 

 지난해에는 1,077농가에 4,385명을 중개했으며, 과수산업이 지역경제의 근간인 과일의 고장답게, 포도, 복숭아, 사과 등 과수분야 일자리가 주로 연계됐다.

 

 일자리를 구하는 사람의 희망 작업 유형, 기간, 임금 수준 등을 신청 받아 데이터베이스(DB)를 구축하고 이를 체계적인 지원 및 연결이 되도록 지속적으로 관리하여 일손이 필요한 농가가 적기 영농작업이 이루어지도록 한다. 

 

 센터를 통한 일자리 참여자에게 농작업 안전물품을 지원하며, 작업에 따라 교통비 지원, 보험가입 등을 지원한다. 

 

 또한 관내 일손 인력 수급에 한계가 있을 것으로 보고 대도시 유휴인력 유치를 위해 충북형 도시농부 육성사업도 함께 추진 중에 있다.

 

 충북형 도시농부 육성사업은 만 20세~75세의 농업을 경영하지 않거나, 종사하지 않는 비농업인을 기초교육을 통해 도시농부로 육성하여 일손이 부족한 농촌에 투입하는 사업이다.

 

 도시농부(근로자)에게는 교통비, 보험가입을 지원하고 일손이 필요한 농가에서 도시농부를 고용할 경우 1일 4시간 농작업을 통해 6만원을 지급하면 인건비의 40%(2만4천원)를 지원받는다.

 

 올해 도입된 이 사업에는 120여명이 사업이 참여해 농촌의 어려움을 나눴다.

 

 농촌인력중개센터 운영과 충북형 도시농부 육성사업을 통해 일손부족으로 어려움을 겪고 있는 지역 농업인들에게 큰 도움이 될 것으로 기대되고 있다.

 

 정영철 영동군수는 “농업분야 구직자에 대한 데이터 확보에 다소 시간이 걸리겠지만 농촌인력중개센터와 충북형 도시농부 육성사업을 추진함으로써 만성적 일손부족을 겪고 있는 농촌사회에 필요한 노동력을 적기에 연결하고, 도시의 유휴인력을 효율적으로 연계해서 농번기 인력수급에 최선을 다하겠다”고 말했다.

 

 한편, 영동군은 농촌인력중개센터 운영 이외에도, 외국익 계절근로자 제도, 범군민 농촌일손돕기, 일손이음 봉사활동 등 지역 특성을 반영한 다양한 농촌 일자리 지원책을 추진하며 농촌살리기에 집중하고 있다.
