이 의원은 26일 본회의 5분 자유발언을 통해서, 청주어린이회관은 1관부터 3관, 그리고 생태관까지 8,115점의 전시품과 놀이기구 5종을 포함하여 어린이 전용 전시 및 체험시설로 운영되고 있지만, 일부 시설은 제대로 활용되지 못하고 있다고 지적했다. 

 

본관 1층 중앙 하늘마루 공간은 책장이 텅텅 비어있고, 어두운 공간에 오래된 책상만 놓여있으며, 제대된 취식 및 휴식 공간마저 없는 상태다. 제2관 어린이체험관도 22여 개 기구가 직·간접적으로 보수가 필요한 상태이며, 특히 2층 ‘변신의 물’ 영역의 세면대 하부 목재 자재가 썩었고, 10여 종의 놀이기구가 고장 혹은 파손된 상태다. 

 

30년을 지켜 온 우주전투기 등 5종의 놀이기구는 단 한 번의 변화도 없이 운영되고 있으며, 우주전투기의 경우 모터가 오래되어서 수동으로 밀어야 작동되는 경우도 종종 있어 시민들이 불안해하고 있다.

 

이 의원은 “현재의 청주어린이회관은 콘텐츠 다양성이 부족하고 주변과의 연계도 미흡하며, 시설이 낡고 누수와 습기로 인해 어린이들의 건강도 위협하고 있다. 청주의 대표 놀이시설이라는 명성은 옛말이 되었다”고 지적했다. 

 

청주어린이회관의 예산은 매년 21억 내외를 투입하지만, 전체 예산의 93%가 시설 유지관리 및 인건비 등으로 지출되고 있다. 이용객을 위한 행사비, 체험 프로그램에 대한 비용은 전체 예산의 7% 정도로 새로운 자체 프로그램을 기획·운영하기보다는 기존 시설을 유지하는데만 급급한 형편이다.

 

그 결과 개관 당시 청주어린이회관의 방문객은 2007년 45만 9천여 명이었으나, 2022년 기준 20만 3천여명으로 방문객이 절반 이상이 줄었다.

 

이 의원은 청주어린이회관을 체험과 학습, 그리고 놀이를 망라하는 위락시설, 체험공간, 예체능시설 등을 함께 갖춘 ‘어린이 테마파크 공간’으로서 청주어린이회관이 재탄생 될 수 있도록 개선방안을 제안했다.
