충북환경단체, 김영환 충북지사의 레이크파크 르네상스 난개발 우려
대청호・청남대, 자연환경과 대통령 별장의 특별한 시대적 가치 중요

청주충북환경운동연합(환경연합)는 21일 충북도청에서 기자회견을 갖고, “김 지사는 대청호와 충주호, 백두대간 등의 관련 규제로 인한 피해를 과도하게 강조하며, 중부내륙연계발전지역 지원 특별법’ 등을 주장해 주민피해 대책과 상관없는 대규모 규제완화, 개발사업을 추진하려 하고 있다”며, “충북지사의 이런 일련의 말과 행동에는 여러 문제가 있다”고 지적했다.

이에 대해서 상∙하류 간, 지역 주민 간 갈등을 초래할 수 있다는 지적이다. 대청호는 충청권 주민들의 식수원으로 대청호 상류는 오염물질이 유입되지 않도록 노력하고 하류 주민들은 ‘물이용부담금’으로 상류를 지원하고 있지만, 청남대 개발과 대청호 규제완화를 요구하는 김 지사의 말과 행동은 자칫 대청호 상·하류 간 갈등을 유발할 가능성이 크다는 점이다. 이미 대전에서는 충북도의 청남대 개발과 대청호 규제완화에 반대 여론이 형성되고 있고, 대청호 상류인 옥천과 하류인 청주 사이의 갈등 우려를 지적했다.
