지난 13일 단양관광호텔 1층 은하수홀에서 특례군법제화추진협의회 류한우 회장을 비롯해 허필홍 홍천군수, 엄태항 봉화군수, 김영민 임실부군수, 최용길 의령군 전략사업담당관 등 5명의 부회장단이 모여 소멸위기지역 정책 공유 및 향후 대응방안을 논의했다.

 
그동안 협의회는 실무자 회의와 실무협의회, 공동연구용역 발주, 세미나 개최, 학술대회 참석, 기초단체장 간담회, 정부 및 국회 건의를 통해서 지방자치법 전부개정법률안 제198조에 군 특례에 관한 조항을 신설하는 등의 가시적 성과들을 이끌어 냈다. 앞으로 중앙정부 차원의 특례군으로 법적지위와 재정적 지원, 인프라 지원 등과 같은 충족시켜야할 난제들도 남아있다.

지방자치법 개정에 따라 행정안전부는 소멸지역 특례기준과 절차(시행령 개정안)를 올 하반기에 마련할 예정으로 광역자치단체의 의견 수렴이 예정돼 협의회는 충북도 및 지방행정연구원에 시행령과 관련한 의견을 제출한단 계획이다.

 
또한, 특별법 제정을 위해 추진 중인 지방소멸 TF와 관련 국회의원들과도 협력체계를 구축해 추진 동력도 확보할 방침이다.

 
현재 ‘민주당 지방소멸 TF’는 지난 3월 1차 활동을 마무리했으며, 조만간 2차 활동에 돌입할 것으로 보인다.

 
또한, 자치분권위원회는 ‘인구 3만 이하 군’의 지방소멸 대응전략 개발 추진 중이며, 전국시장군수구청장협의회도 지방소멸과 관련된 특별법 발의를 준비 중인 것으로 알려졌다.
